일본의 자유무역 확대에 따른 한국경제 파급 효과: CPTPP, EU, 미국과의 자유무역 = Expansion of Japan’s FTAs and Its Impact on Korean Economy

국문 초록 (Abstract)

본 연구는 CPTPP, EU 및 미국과의 FTA 등 최근 일본의 자유무역 확대 정책이 한국경제에 미치는 파급효과를 연산가능일반균형모형을 통해 추정한다. 일본이 한국의 FTA 기체결국들과 연이어 FTA를 체결해 나감에 따라, 한국이 그들 시장에서 누렸던 시장선점 효과가줄어들 것으로 예상된다.
연구결과에 따르면, 일본의 CPTPP참여, EU 및 미국과의 연이은 FTA 체결로 인해 한국의 GDP는 소폭 감소할 것으로 추정된다. 반면 일본의 GDP는 한국의 GDP 감소분보다 더크게 증가할 것으로 예상된다. 그리고 일본의 CPTPP, EU, 미국과의 FTA 참여는 한국의무역을 위축시킨다. 산업별 영향을 살펴보면, 한국의 1차 산업(농업, 수산업, 축산업)의 피해가 예상된다. 반면, 제조업에서는 그 효과가 산업별로 상이하게 나타난다. 한국이 미국 및EU와의 FTA를 통해 누렸던 산업 생산의 증가분은 일본의 FTA 확대정책으로 인해 일부분사라진다. 가장 크게 타격을 받는 분야는 일본과 치열한 경쟁관계에 있는 수송기기이다. 제조업에서 일본-EU FTA는 철강⋅금속 산업과 기계 산업에 다소 부정적 효과를 창출하는반면, 일본-미국 FTA는 한국 제조업에 큰 영향을 주지 않는 것으로 나타난다.

다국어 초록 (Multilingual Abstract)

This study estimates the economic effects of the recent Japan's FTA expansion policies, including CPTPP, FTA negotiations with the EU and the U.S., on the Korean economy through a computable general equilibrium (CGE) model. The results show that Korea's GDP is expected to decline slightly due to Japan's successive FTAs.
Japan's GDP, on the other hand, is expected to rise above the magnitude of Korea's GDP reduction. And Korea's exports and imports will likely decline as Japan joins the CPTPP, and FTAs with EU and U.S.
By industry, damage to agriculture, fisheries and livestock industries is expected due to Japan’s successive FTA expansions. Korea's production in these sectors is also reduced through the KORUS FTA and the Korea-EU FTA, which is further damaged by Japan's FTA expansion. On the other hand, mixed effects are found in manufacturing sectors. The increase in production that Korea enjoyed through FTAs with the United States and the EU is somewhat eliminated by Japan's expansionary FTA policy. The hardest hit area is transport equipment. It appears that Japan's FTA with the EU creates some negative effects on Korea’ steel and metal industries and machinery industries, while Japan's FTA with the U.S. does not have much impact on the trade of Korean manufacturing sectors.
