기초자치단체 신속집행의 지역경제 활성화 효과 = The Impacts of Municipal Early Budget Execution on Local Economic Revitalization

국문 초록 (Abstract)

본 연구는 재정지출 규모뿐만 아니라 집행시기 또한 지역경제 활성화에 영향을 미칠 수 있다는 관점에서 추진된 지방재정 신속집행과 소비･투자 분야 집중관리의 효과를 평가하였다. 분석단위는 기초자치단체이고, 시간적 범위는 2016∼2022년이며, 분석방법으로는 현황 분석, 일원분산분석, 패널회귀분석을 활용하였다. 첫째, 현황 분석 결과, 신속집행은 집행률이 평균 100%로 목표를 달성하였으나, 집중관리는 집행률이 20%대로 신속집행에 비해 매우 낮은 것으로 나타났다. 둘째, 일원분산분석 결과, 신속집행은 2019년 이전에는 평균 차이에 일관성이 없으나 2020년 이후에는 시가 구･군보다 평균이 높고, 집중관리는 전반적으로 구, 시, 군의 순으로 평균이 높은 것으로 나타났다. 셋째, 회귀분석 결과, 재정지출 규모는 GRDP와 긍정적인 관계가 있으나, 신속집행과 집중관리는 GRDP와 통계적으로 유의한 관계가 없으며, 통제변수 중에는 재정능력, 사업체수, 인구밀도, 인구가 GRDP와 유의한 관계가 있는 것으로 나타났다. 이러한 분석결과는 신속집행과 집중관리가 지역경제 활성화를 위한 효과적인 정책수단이 아닐 수 있고, 단순히 집행률 달성에 초점을 맞추기보다 정확한 경기예측에 기반한 탄력적인 재정집행이 필요하며, 지역경제 활성화를 위해서는 신속집행과 집중관리의 집행률 관리보다는 지방자치단체의 재정여건, 지역산업 육성, 지역특성을 고려한 종합적인 정책적 접근이 필요하다는 것을 시사한다.

This study evaluates the effects of early budget execution(EBE) and intensive management of consumption and investment sectors(IMCIS), based on the perspective that not only the amount of fiscal spending but also its timing can affect local economic revitalization. The unit of analysis is the municipality, the time period is 2016∼2022, and analytical methods are status analysis, analysis of variance(ANOVA), and panel regression. First, status analysis show that while the EBE achieves its goal with a mean execution rate of 100%, the IMCIS has an execution rate around 20%, which is much lower than the EBE. Second, the results of ANOVA show that while there is no consistency in the mean difference for the EBE prior to 2019, the mean of cities is higher than that of districts and counties after 2020, and the mean of the IMCIS is generally higher in the order of districts, cities, and counties. Third, regression results show that the amount of fiscal speding is positively related to the GRDP, the EBE and the IMCIS do not have a statistically significant relationship with the GRDP, and fiscal capacity, the number of businesses, population density, and population are found to be significantly related to the GRDP. These results suggest that the EBE and the IMCIS may not be effective policy tools for revitalizing the local economy, flexible fiscal execution based on accurate economic forecasts is necessary rather than focusing on achieving execution rates, and, to revitalize the local economy, a comprehensive policy approach, which reflects the financial conditions of municipalities, the development of local industries, and regional characteristics, is needed.
