국문 초록 (Abstract)

훈춘국제합작시범구의 발전에 관한 연구
중국 국제무역의 중심지로 성장하고 있는 훈춘국제합작시범구는 최근 가시적인 성과를 나타내며 동북아 지역의 새로운 상업무역의 교두보로 자리잡고 있다. 훈춘국제합작시범구는 중국의 동북아 지역 신경제체제의 확립을 위한 자유무역구역 발전의 중요한 전환점이 되었으며, 국경무역합작체계의 형성을 더욱 깊이 있게 만들었다.
이에 따라 중국의 「일대일로(一带一路)」 구상의 일환으로써 훈춘국제합작시범구의 전략적 역할에 대한 이해와 상호 간 촉진작용을 통해 훈춘국제합작시범구의 발전방향에 대한 고찰이 필요한 시점이다.
따라서 본 연구는 훈춘국제합작시범구의 「장길도(장춘, 길림, 도문)」개방 효과에 대한 심층 분석을 통해 중국 「일대일로(一带一路)」 구상에서의 역할과 전략적 관계를 논증하는 것을 목적으로 한다.
이를 위해 훈춘국제합작시범구의 자본금, 여행업 발전, 산업발전, 주변 국가, 대외통로 및 토지자원 등의 현황을 살펴봄으로써 문제점을 분석하였다.
또한 훈춘국제합작시범구의 기초시설, 지리적 위치 및 과학 산업발전을 바탕으로 SWOT 분석을 실시하여 추후 발전에 대한 방향을 도출하였다.SWOT분석 결과 훈춘국제합작시범구의 소재 지역인 길림성의 오랜 경제부진에 따른 낮은 시장수요도와 주변 국가의 정치적 불확실성에 기인한 보수적 투자환경, 산업 간 연계성 부족과 대외 물류채널의 부재로 인해 밸류체인이 형성되지 못한 점이 문제로 나타났다.
이러한 훈춘국제합작시범구의 문제점 개선을 위해서는 중국 국무원의 정책기회를 활용한 금융지원이 필요하며, 이를 효율적으로 활용할 수 있는 자체 금융시스템의 개선이 필요하다. 또한 기존의 산업구조에 대해 경쟁우위를 분석하고, 산업자원을 재조정함으로써 대외무역협력에서 우위를 점할 수 있는 변화의 추진이 필요하다.
그리고 ‘중·한 자유무역지대’와 ‘중·러 산업단지’의 경쟁력 강화를 통해 상생 구조를 조성하며 교통 인프라 구축 강화를 통해 물류채널을 확보하는 것이 중요하다.
본 연구는 훈춘국제합작시범구의 발전현황과 이에 따른 문제를 체계적으로 분석함으로써 중국의 「일대일로(一带一路)」 구상과 전략적 관계 형성을 위한 훈춘국제합작시범구의 발전방안 도출에 정책적 시사점을 제공하였다.

다국어 초록 (Multilingual Abstract)

The Hunchun International Joint Pilot Zone, growing as a core in the international trade of China, has been panning out and become a stepping stone to a new commercial trade in the North East China. The Hunchun Internation Joint Pilot Zone has become an important turning point to the development of Free Trade Zones for establishing new economic system in North East Area of China and developed a form of a border trade joint system.
Therefore, it is necessary to study the development of the Hunchun International Joint Pilot Zone, as a mean to ‘Belt and Road Initiative’, through the understanding of its strategical role and the promotion of the interaction.
The purpose of this study is to examine the role and the strategical relationship of the Hunchun International Joint Pilot Zone with the ‘Belt and Road Initiative’ through a depth analysis on the effects of opening-up ‘Changchun, Jilin, Tumen’ in the Hunchun International Joint Pilot Zone.
For this study, problems in the Hunchun International Joint Pilot Zone were analyzed by reviewing the capital, tourism development, industrial development, surrounding countries, cross-border channels and land resource of the Hunchun International Joint Pilot Zone.
Also, the study presents a direction for developing the Hunchun International Joint Pilot Zone drawn by SWOT analysis based on the infrastructure, geographical location and development of high-tech industry in the Hunchun International Joint Pilot Zone.
As a result, it is found that a value-chain in Jilin has not been formed due to low market demand by long-term economic depression in Jilin, conservative investment produced by political uncertainty of surrounding countries, lack of connectivity among industries, and lack of logistics channels.
To resolve these problems, a financial support from the Chinese government and an improvement of its own financial system are highly necessary. A strategy to take a superior position in international trade cooperation by re-evaluating the competitiveness of its industrial structure and re-allocating its industrial resources is also necessary in the future.
Ensuring logistics channels, by forming a coexisting relationship through increasing the competitiveness of China-Korea Free Trade Zone and China-Russia Industrial Complex, and strenghtening the transportation infrastructure, is inevitable.
This study analyzes the current situations in the Hunchun International Joint Pilot Zone and the problems produced from, and presents a political implication on the development of the Hunchun International Joint Pilot Zone for a strategy of ‘Belt and Road Initiative’ and a stretagical relationship with.
