This paper purports to study US-Japan defense industry cooperation in the post-Cold War era. The US-Japan defense industry cooperation in the post-Cold War era has evolved from strictly government-to-government ties during the Cold-War era to expanded networks of government and business-to-business cooperation in the private sector. In addition, the previous ``spin-away`` development strategy of government-to-government cooperation in the defense industry, which had prevented direct private sector contacts or conversion to commercial technology of military technology, is no longer acceptable in the post-Cold War era.
