일본군위안부소수자 정책변동 과정 분석 = A Study on the Policy Change Process by Japanese Military Comfort Women as a Social Minority: Introduction of a Minority Perspective and the Advocacy Coalition Framework

국문 초록 (Abstract)

이 연구에서는 일본군위안부피해자들이 보여주는 소수자적 정체성을 앤소니 드워킨과 로자린 드워킨(Anthony Dworkin & Rosalind Dworkin)의 정의를 중심으로 살펴보고, 관련 정책변동을 Sabatier과 Jenkins-Smith가 제시한 옹호연합모형(Advocacy Coalition Framework)을 분석틀로 사용하여 시민단체와 정부 및 기타 국내외 주체들을 중심으로 정책활동을 분석하고자 하였다. 일본군위안부피해자들은 식별가능성, 권력의 열세, 그간에 받아온 차별대우 그리고 강한 집단정체성 측면에서 소수자로서 특성을 보이고 있으며, 일본군위안부피해자들을 둘러싼 옹호연합과 반대옹호연합, 그리고 외부환경인 상대적으로 안정적 지표와 외적 사건간의 역동적 상호작용을 통해 일본군위안부 소수자정책은 수립되고 또 변동되었음을 확인할 수 있었다. 특히, 그 과정에서 소수자로서 정체성을 인식하고 대외적으로 적극적으로 표출하는 일본군위안부 소수자들과 시민단체들의 활동, 이들에 대해 지속적인 정책학습과 대외적 홍보 그리고 옹호연합간 연대강화를 가능하게 했던 수요시위는 향후 소수자정책연구에 있어 중요한 의미를 제시하고 있다.

The Japanese military comfort women in Korea are not only the victims of the colonial period by Japan, but also have characteristics as the multiple minority. This study aims to explore the dynamic policy process around the human right movement of the Japanese military comfort women`s struggle in Korea by using a social minority perspective and the Advocacy Coalition Framework(ACF) model of Sabatier and Jenkins-Smith. The policy changes of the Japanese military comfort woman in Korea has been the result of dynamic interaction among the diverse pro-con advocacy coalitions, many stable index, and the diverse external accidents. A noteworthy finding of this study is that Japanese comfort women`s identity procurement and the policy learning helped them so much initiating the issues that they influenced International Society as well as Korean society in terms of the policy process and the policy changes.
