유권자의 기술준비도와 정치심리변인이 모바일 투표의도에 미치는 영향 = Study on Impact of Technology Readiness Index and Political Psychology Variables of Voters on Mobile Voting Intention : Focus on Comparison of Voters of Different Generations

국문 초록 (Abstract)

본 연구는 지난 2011년 국회의원 선거 후보자 공천에서 시행되었던 모바일을 통한 투표 방식이 유권자들에게 채택되는 과정을 탐색적으로 규명하고자 수행되었다. 모바일 투표는 전자투표 방식으로 갈수록 하락하는 투표율을 개선시킬 수 있는 효과적인 방안으로 지목받으며 도입되었지만, 투표 과정의 기술적인 문제와 유권자들의 정보기술 활용의 문제로 다시 유보되었다. 따라서 모바일 투표에서 개인의 기술 활용능력은 매우 중요한 요인으로 인식되며, 다른 한편으로는 정치참여 방식의 하나라는 점에 주목하여 정치심리변인과 관계가 있을 것으로 예측하고 이러한 변인들을 통해 채택과정을 살펴보고자 하였다. 구체적으로 새로운 정보기술을 수용하는 과정을 설명하는 기술수용모델(TAM)의 변인들과 개인이 느끼는 기술에 대한 감정인 기술 준비도(TRI), 그리고 정치 심리변인들을 통해 모바일 투표 행위의도를 이끄는 일련의 과정을 살펴보고자 했으며, 이러한 과정에서 세대 별로 차이가 존재하는지 검증하고자 하였다.
연구결과 유권자들의 모바일 투표에 대한 인지된 유용성과 용이성은 태도에 긍정적 영향을 미치며, 태도는 모바일 투표의도에 긍정적인 영향을 미치는 것으로 나타났다. 유권자들의 기술준비도에서 낙관성과 혁신성은 인지된 용이성에 긍정적인 영향을 미치며, 불편감은 인지된 유용성과 용이성에 부정적인 영향을 미치는 것으로 분석되었다. 또한 정치신뢰도는 모바일 투표에 대 한 인지된 유용성에 부정적인 영향을 미쳤으며, 정치효능감은 유용성에 긍정적인 영향을 미치는 것으로 나타났다. 그리고 이러한 과정은 20대와 4·50대로 분류된 연령층에 따라 차이를 보이는 것을 알 수 있었다.

다국어 초록 (Multilingual Abstract)

This study was carried out to explore the process of mobile voting method being selected by voters for actual nomination of lawmaker election candidates conducted in 2011. Although mobile voting was adopted with lots of attention as an effective method to improve the declining voter turnout, as an electronic voting method, it was delayed due to technical issues in the voting process and technological utilization issues of voters. It obviously indicates that technology literacy skills of individuals are a very important factor in mobile voting. On the other hand, this research paid attention to the fact that mobile voting is another method of political participation and predicted that it will be correlated with political psychology variables. This study is aimed at exploring the process of choosing mobile voting through such variables. Specifically, this study examined a series of processes that lead to mobile voting through the following variables: variables of Technology Acceptance Model (TAM) that explains the process of accepting new information technology; variables of Technology Readiness Index (TRI), the individual feelings toward technology; political psychology variables. This study is intended to verify whether there are differences among voters of different generations in the process.
The research findings are as follows. The usefulness and convenience of mobile voting perceived by voters had a positive impact on their attitude, which also had a positive impact on their voting intention. Meanwhile, the optimism and innovation in the TRI of voters had a positive impact on the convenience perceived by voters, while inconvenience had a negative impact on the usefulness and convenience perceived by them. Also, political trust had a negative impact on the usefulness towards mobile voting perceived by voters, while political efficacy had a positive impact on the usefulness. However, the results varied depending on the age group between those in their 20s and those in their 40s to 50s.
