사회복지실천의 전문성과 정체성 확립에 대한 고찰 = 간접적 개입과 관련하여

국문 초록 (Abstract)

우리 사회에서 사회복지실천의 전문화가 필요하다는 것에 대해서는 동의되고 있으나, 전문화의 지향점과 내용에 대한 논의는 미흡하다. 우선 사회복지직의 전문성을 설명함에 있어서 전문직에 대한 전통적 모델이 아니라 사회적 할당 모델이 보다 적합하다고 보며, 사회가 우리 직종에게 부여한 사회적 과제인 의존자 관리의 면에서 개인에 대한 치료적 기법 쪽으로 전문화의 방향이 경도되는 점은 문제라고 본다. 따라서 전문화의 초점이 간접적 개업에 맞추어져야 할 것이다. 간접적 개입은 실제로 현장에서 많이 활용되며 타 인접전문직에 비한 사회복지실천의 특성임에도 불구하고 비전문적 업무로 간주되는 경향이다. 따라서 사회복지실천의 정체성과 전문성을 재정립하기 위해서는 앞으로 간접적 개입의 심화확대되어야 할 것이다. 특히 대부분의 사회복지사가 빈곤계층 및 사회적 약자를 위한 기관에 종사하는 우리나라에서는 더욱더 간접적 개입의 중요성 및 실천방법이 부각되어야 한다. 마지막으로 간접적 업무의 유능성 개발방안, 즉 간접적 개입의 중요성에 대한 재평가, 업무수준의 명확화 및 세분화, 개입실천기법의 명확화 및 교육훈련의 강화, 효과성 증명에 대한 과학적 방법 개발 등을 제시하였다. 앞으로 간접적 개입에 대한 보다 구체적 연구가 학계와 실무계에서 활성화되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Although it is generally agreed that social work needs to be professionalized, the discussion on the direction and content of the professionalization seems to be insufficient in our society. In explaining social work as a profession, social assignment model seems to be more adequate than other traditional models. According to this model, the social task which the society assigned to social work is managing dependencies. In terms of this social task, it is insisted that the professionalization should be more focused on indirect intervention rather than individual treatment or psychotherapy. Although indirect intervention is the strong point and the core of the identity of social work comparing with other professions. it has been regarded as less professional work. Therefore the level and range of indirect intervention should be more developed in order for the identity of social work profession to be reconceptualized. Especially in Korea where most social workers work in the agencies for the poor and socially disadvantaged, the importance of indirect intervention need to be emphasized. In order for social workers to be more competent in indirect intervention, several suggestions are made such as revaluation of its importance, clarification and classification of the level of its work, developing its practice skills, education and training of its skills, and developing scientific method for proving its effectiveness. It is expected that more concrete study be facilitated in both academic world and field practice.
