경찰법 개정에 따른 지방정부의 자치경찰제도 도입과 운영 활성화 방안 = A Study on the Introduction and Operation of Municipal Police System

The purpose of this study is to propose a plan of local government for the introduction and operation of the autonomous police system in the future, ahead of the passage of the amendment bill of the police law. The 21st National Assembly should minimize the side effects through revision, supplementation and demonstration because it is part of the efforts to maintain the total amount of security of the whole country and the current stable police activity system, weakening the democratic justification of local autonomous agencies, confusion of command and supervision system, linkage of local administration and security administration, and reflection of local characteristics. The main issues and issues discussed in the current bill can be summarized as the actual authority of the city and provincial governors as the head of the local police system, the possibility of autonomous operation of the local police, the autonomy of the city and provincial police committee and office, the command and supervision of the city and provincial governor, the right to submit personnel rights and the right to submit the opinion of the bill. The tasks of local authority for the operation of the autonomous police system can be divided into tasks related to autonomy and tasks for preparation of the Autonomous Police police system. As an external task, the expertise of the National Police Commission related to the self-governing police is secured, the authority of the city and provincial governors is expanded in the composition of the city and provincial police committee, The government should form a tentatively called 'Local Police Promotion Team' to divide the affairs in cooperation with the local police agency, draw up manpower and budget, and prepare a plan for operating the office.
