This paper is primarily concerned with the limitation of modern administrative litigation. Modern social structures are complicated and have many disputes. Especially in delicate administrative problem. Many special and experienced judges in courts are required to solve these problem and they should find the facts and interpret laws objectively. They should make rulings with much consideration.
We can see the limitations of judicial review in policy and scientific decisions in the past. However, in modern society, courts should intervene and solve these disputes by judicial review.
This paper contains 5 chapters and addresses the problems which I mentioned above. These chapters are divided into following issues; instruction, conception and special features, legal procedures in past and present, three types of modern administrative disputes, and conclusion.
