In the information age of 21th century, which is called a digital age, is a cyber world without the border in the countries.
In our administrative situation which tries to find a solution to national development through the information society, reestablishing of the inspection function is very important.
The purpose of this study is to know all kinds of inspections which is being performed till now, and also is to try find a solution to rebuild inspection function for the administrative development.
The inspection which is a compound word between audit and inspection of duty is defined as discriminate the right from the wrong about the target of officials and the net government of system.
The inspection function should help legal and efficient, and consider nation advantages.
There are five kinds of inspection in the local self-governing community ; Inspection of Government Offices, Inspection of the Board of Audit and Inspection, Joint inspection of Central departments, Inspection of the Local Assembly, and Inspection by local government.
The plan of cyber Korea 21, which is promoted by government in order to realize the information society, will make Korea grow the 10th information country among the world in 2002.
At that time cyber will be essentials of Life for example, cyber government, cyber village, cyber assembly.
So the situation of the inspection will be changed in information society
Because the decision making business is done automatic by computer in administrative, the middle management class reduces, and the pyramidal structure is changed to the horizontal one
The administrative procedures will be simple and fast, and enormous documents will be reduce. The basic of information networks be built between government and people.
Relating to above, the business of inspection object will be complicate and intense, and also the risk and cost of the inspection will increase.
There are two ways to reconstruction of inspection function. The general solutions are as follows.
First, the role of inspection should be strong for the exclusion of dishonesty and corruption which is emphasized in anytime.
Second, in the intellectual information Age, the inspection should play supporting roles, and the open structure of inspection and information system should be prepared, and the information related inspection be shared among countries.
Third, in the future inspection should emphasize on development of the estimation function about policy.
Fourth, inspection should give the object of inspection motive and develop the efficiency of system, based on performance of inspector' s strong public office ethic.
Fifth, with structure of protection inspection system, the inspection system which uses the information technology should be established.
Next, the desirable solution to inspection system in the local self-governing community are as follows.
First, inspection of the Board of Audit and Inspection about local self-governing community needs to role as a supporter, a controller, and a instructor. And inspection of government office about local self-governing community should reduce.
Second, joint inspection of central departments about local self-governing community should reduce, however inspection function of Local Assembly should be Strengthen.
Third, in order to intensify inspection function under the self-inspection, its independency should be established, and the expertise be assured.
Fourth, civil inspection request system should be enlarged to be possible to demand using internet homepages, and the results of inspection be opened people. Fifth, inspection should be a protect inspection for applicants, estimation of citizen be increase, and the recall system is needed for request citizen. In short, in the information Age, to secure a participatory politics, an administrative transparence and beliefs, inspection function needs to be more important than any time.
