평화번영정책 추진의 장애요인과 극본방안 : Hurdles and Solutions = The Policy for Peace and Prosperity

국문 초록 (Abstract)

평화번영정책은 그동안 정책추진과정에서 제기된 문제점들을 보완하여 지속적으로 추진해나갈 필요가 있다. 현재 국내외 상황을 고려해본다면 평화번영정책 추진의 장애요인은 첫째, 북한핵문제의 장기화. 둘째, '재신임' 문제로 인한 정국불안정. 셋째, 단계적 추진전략의 문제점. 넷째, 추진과정에 대한 정치적 합의의 부재이다. 이러한 평화번영정책 추진의 장애요인을 극복하기 위해서는 첫째, 국정운영의 리더쉽을 조속히 확립하여 정책추진의 안정성을 확보해야 하며 둘째, 이라크 추가파병문제는 한미관계는 물론 국제사회의 전반적 동향과 국민여론을 수렴하여 신중한 결정을 내려야 한다. 전투부대의 파병은 이제까지 한국이 국제사회에서 쌓아온 평화지향적인 이미지를 훼손할 뿐만 아니라 평화번영정책 추진과 관련하여 심각한 장애요인이 될 수도 있다. 셋째, 핵불용의 원칙은 고수하되 핵문제의 해결노력과 함께 경협은 병행되어야 한다. 넷째, 평화체제구축이 장기적 과제임에 비추어 북한과 교류협력에 참여할 젊은 인력을 개발 양성하여야 한다. 다섯째, 대내외적 신뢰확보를 위해 일단 발표한 원칙과 정책은 일관성을 유지하여야 한다.

다국어 초록 (Multilingual Abstract)

The policy for peace and prosperity is need to be continuously pursued. But it is confronted with hurdles which contains the North Korea's nuclear weapon, political instability, inefficient step by step driving strategy and weak national agreement on policy. In order to overcome those hurdles, we propose as follows. First, president Roh Moo-hyun has to establish stable political leadership as soon as possible. Second, the government must go abreast endeavor to solute North Korean nuclear problem with economic exchanges between South and North Korea. Third, the government need to develop capable manpowers who can charge in exchanges and cooperations with North Korea. Finally, the government have to maintain principles and consistency of his policy.
