보수당의 통치와 캐나다 의료보장제도의 변화

국문 초록 (Abstract)

현재의 보수당정부는 2006년 연방선거에서 세금삭감 및 지출감축과 같은 신자유주의 사회개혁을 선거구호로 하여 승리하였고, 그 이후 2011년까지의 두 번의 선거에서도 마찬가지였다. 보수당정부의 수반인 스티븐 하퍼 수상은 신자유주의 사회개혁의 추종자였으며, 집권 이전부터 캐나다의 유일한 보편적 사회프로그램인 메디케어에 대한 예산감축, 민영화, 분권화를 주장하였다. 그렇지만, 보수당의 통치기간 동안 메디케어 예산은 정부지출이나 GDP에 대비하여 꾸준히 증가하였고, 주정부의 의료지출에서 차지하는 연방정부의 재정지원의 비율도 늘어났다. 또한, 현재까지 보수당정부는 메디케어의 민영화를 촉진하기 위한 어떤 특별한 조치도 취하지도 않았다.
보수당 통치하에서 세금감면은 꾸준하게 진행되었고, 사회지출은 통제되었다. 특히, 사회부조, 아동급여, 산재보험, 실업보험, 기초노령연금 및 공공부조연금 등 대부분의 사회보장 프로그램들에 대한 연방정부의 지원금액은 점진적으로 삭감되었다. 그렇다면, 왜 메디케어만이 보수당의 신자유주의 사회개혁으로부터 생존할 수 있었는가 이 문제에 대해 이 연구는 메디케어가 노골적인 신자유주의 정부라도 쉽사리 건드릴 수 없을 정도로 캐나다 시민들의 강력한 지지를 받는다는 사실에 주목하고자 한다.

다국어 초록 (Multilingual Abstract)

The Conservative government of Canada, who, unlike the traditional conservative party, preferred the market liberalism, won the federal election in 2006 with electoral platforms like tax cuts and expenditure cuts. Prime Minister Stephen Harper himself has been a strong supporter for neoliberal social reforms and, long before his inauguration, argued for the expenditure cuts, privatization and decentralization of the Medicare, the Canadian health service. It was expected the Medicare would be overhauled sooner or later.
However, no significant change has been attempted to the Medicare during the five years' Conservative's rule. Expenditures on Medicare have increased relative to GDP or government expenditure, and the transfer from the federal government to provincial governments has significantly expanded. Privatization of public-financed Medicare has also not been on the political table.
In contrast, tax cuts and budget balance have remained number one priority for the government, and government expenditures have strongly contained. In particular, almost all the social programs includig social assistance, child benefits, workers' compensation, unemployment insurance, old age security have been pressured to be shrink. In short, the current government has sought to change the Canadian society after its neoliberal ideology.
Why, then, has Medicare survive in the neoliberal attacks from the Conservative government This study try to answer this question by focusing on the fact that Medicare has risen as a national symbol and has drawn an unconditional support from the Canadian citizens.
