기상이변으로 인한 집중호우 등으로 인해 농업용 저수지의 붕괴 및 유실 등의 사고가 지속적으로 발생하고 있다. 저수지 사고를 예방하기 위해 붕괴 영향 요인을 파악하고 사전 점검 및 보수를 통한 안전관리가필요하다. 전국 저수지의 81%를 차지하는 총저수량 5만㎥ 미만 저수지는 분기별 1회 이상 실시하는정기점검이 유일한 안전점검 절차로 정기점검의 실시를 안전점검의 척도로 볼 수 있다. 조사결과 정기점검의 실시 현황이 전국 평균 46%로 낮음을 파악하였고 정기점검 실시 문제점을 분석하여 개선방안을제안하였다. 저수지 붕괴에 영향을 주는 요인이 배점이 낮은 부재일 경우 정기점검 결과 안전등급에반영이 어렵다. 본 연구에서는 정기점검 등급 부여 체계가 가진 문제점을 분석하여 정밀안전진단의상태평가 방식을 차용하여 적용하고, 월류위험을 평가하고, 하류 영향을 고려하여 평가하는 개선방안을제안하였다.

Accidents in agricultural reservoirs continue to occur due to heavy rain caused by abnormal weather conditions.
To prevent reservoir accidents, it is necessary to identify factors affecting collapse and manage them safely through prior inspection and repair. For reservoirs with a total storage capacity of less than 50,000㎥, which accounts for 81% of reservoirs nationwide, regular inspections conducted at least once a quarter are the only safety inspection procedures, and the conduct of regular inspections can be seen as a measure of safety inspections. As a result of the survey, it was determined that the implementation status of regular inspection was low at 46%, and problems were analyzed and improvement measures were proposed.
Additionally, if the factor affecting collapse is a member with a low score, it is difficult to reflect the results of regular inspection in the safety grade. In this study, we analyzed the problems with the regular inspection grading system and proposed an improvement plan by borrowing and applying the condition evaluation method of precise safety diagnosis, assessing overflow risk, and considering downstream impacts.
