3대 지방육성계획에서 광역단위 미래 육성 분야와 주력산업간 정합성 분석에 관한 연구 = A Study on the Consistency Analysis between the Future Development Field and Major Industries in the Three Major Local Development Plans

국문 초록 (Abstract)

본 연구는 3대 지방육성계획에서 광역단위 미래 육성 분야와 주력산업 간 정합성 분석에 관한 연구를 목적으로 한다. 광역단위 3대 지방육성계획은 대표적으로 국가균형발전위원회에서 진행하는 지방시대 종합계획, 과학기술정보통신부가 주관하는 지방과학기술진흥종합계획, 중소벤처기업부에서 주관하는 지역산업진흥계획이다. 이들 3대 지방육성계획은 범부처 법정계획으로서 향후 지방육성에 있어 핵심적인 정부 재원의 지침과 정책수단으로 활용될 예정이라 상당히 중요하며, 광역단위별 미래 육성 분야를 구체적으로 제시하고 있다. 본 연구에서는 광역 단위 지역별 미래 육성 분야와 지역에서 경쟁력이 있는 주력산업 분야와의 비교 및 정합성 분석을 통해 지역의 미래 발전계획이 체계적으로 현 주력산업과 연계되어 발전할지를 분석하고자 한다. 즉, 지방육성을 위한 정책수단의 정합성을 심층적으로 분석하는 것이다. 분석 결과, 다수의 광역 단위 지역에서 미래 육성 분야와 현 주력산업 간 정합성을 보였으나 일부 지역에서는 다른 양상을 보이고 있다. 이에 따른 정책적 시사점을 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the consistency between the future development sectors of the metropolitan unit and the main industries in the three major local development plans. The three major regional development plans for the regional unit are the comprehensive plan for the local era conducted by the National Balanced Development Committee, the comprehensive plan for local science and technology promotion organized by the Ministry of Science and ICT, and the regional industry promotion plan organized by the Ministry of SMEs and Startups. These three local development plans are legal plans of the government and are very important because they will be used as key guidelines and policy tools for local development in the future, and the future development sectors for each regional unit are specifically presented.
This study aims to analyze whether the regional future development plan will systematically develop in connection with the current major industries through comparison and consistency analysis with the future development sectors of each regional unit and the major industries that are competitive in the region. In other words, it is to analyze the consistency of policy measures for local development in depth. As a result of the analysis, a number of regional units showed consistency between the future development sectors and the current major industries, but some regions showed different patterns. Policy implications were presented accordingly.
