      This study set out to demonstrate that most Suryeongs(守令) were Eumgwans(蔭官) in the 18th century, when it was a universal phenomenon for the ruling power to recruit Eumgwans and give them preferential treatments for the stable political power after going through a series of changes to the state of affairs.
      It has been known that the position of Hyangris(鄕吏) grew narrower and narrower with the gradual reinforcement of Suryeongs' power in the second half of Joseon, but some argue that the reduced position of Hyangris by the reinforced ruling system caused their illegal accumulation of wealth and incited them to do so.
      A critical perspective to figure out the economic and social phenomena of the second half of the 18th century can be found in relations between Suryeongs, the local rulers, and Hyangris and local residents, the ruled. There are thus many researches published on how Suryeongs ruled local areas those days.
      Those researches, however, have limitations as they do not present specific cases regarding how Suryeongs governed the areas under their jurisdiction by incorporating the local environments into their governance.
      This study thus set out to analyze the actual administration of Suryeongs in the latter part of Joseon with a focus on the case of Hwang Yun-seok, who served an area of Chungcheong Province as a Suryeong in the second half of the 18th century. It also aimed to compare and review Suryeongs for their respective local governance styles in a realistic and concrete manner with a focus on Yijaenango(頤齋亂藁) by Hwang Yun-seok.
      The study compared Suryeong Chilsa and Hwang Yun-seok in local governance based on Hwang's experiences with his service as a Suryeong in Mokcheonhyeon and Jeonuihyeon in the changing process of local economic development and introduced the cases of Suryeongs and Hyangris regarding how to deal with civil complaints raised by local residents.
      It examined the actual local governance of Suryeongs in a realistic and specific way those days with a focus on Yijaenango by Hwang Yun-seok.
      Chapter 2 analyzed the process of a Suryeong being appointed and proceeding to his new post by comparing the case of Hwang with Yeojidoso(輿地圖書), showing that the ruling power, who underwent several political situations and changes to the state of affairs, recruited Eumgwans that they were able to trust and depend on as Suryeongs in the 18th century.
      Chapter 3 looked into the cases of civil complaints being processed and the relations between Suryeongs and Hyangris based on the actual aspects of his local governance in Mokcheonhyeon and Jeonuihyeon of Chungcheong Province where he served as a Suryeong.
      Growing out of the universal understanding that only those who passed the civil service examinations were eligible for government positions in Joseon, the investigator showed that the ruling class appointed Eumgwans as Suryeongs in most cases for the stability of their power in unstable political situations after a series of changes to the state of affairs in the 18th century.
      The case study results indicate that the roles of Suryeongs, which were responsible for actual local governance, had enormous impacts on the local areas and further the society and nation throughout all ages.
