학교양성평등교육의 실태와 정책적 과제 = The actual condition and policy agenda of gender equality education in Korean schooling system

다국어 초록 (Multilingual Abstract)

In this study, I analyze the actual condition of gender equality education in schools and explore the policy agenda and improvement measures to realize gender equality. By establishing criteria, to analyze the actual condition I review the contents of textbooks and school management plan. Analysis results of textbook contents suggest categorization, including a case to treat both genders equally, a case to treat them inequally, a case to give female active roles, and a case to expect passive roles of female. Analysis results of the school management plan show different cases: a case to promote gender equality education as a core of school management, a case to promote it as a division of work within a single department, a case to operate it by connecting to career counseling, a case to substitute it for personality education, and a case not to contain it at all in the school management plan.
Based on an analysis on the actual condition of gender equality education in schools, I suggest measures to realize gender equality, which can be categorized by three dimensions. First, I set nationwide measures of macro approach. Second, I formulate and suggest strategies to change behaviors of society members. Third, at the concrete level, I suggest measures and agenda to improve the gender equality education in schools.

국문 초록 (Abstract)

이 연구는 학교에서 이루어지고 있는 양성평등교육의 실태를 분석하고, 양성평등 실현을 위한 정책적 과제와 개선 방안을 탐색하고 있다. 실태 분석은 준거를 설정하여, 초등학교 교과서 내용과 학교운영계획서를 검토하였다. 교과서 내용 분석의 결과는 양성을 균형 있게 다루는 경우, 불평등하게 다루는 경우, 여성에게 적극적 역할을 부여하는 경우, 소극적 역할기대를 하는 경우 등으로 범주화하여 제시하였다. 학교운영계획서 분석 결과는 양성평등교육을 학교경영의 역점사업으로 추진하는 경우, 부서의 업무분장으로 추진하는 경우, 진로상담과 연계하여 운영하는 경우, 인성교육으로 대치하는 경우 등이 있었고, 학교운영계획에 전혀 반영하지 않은 경우도 있었다.
학교 양성평등교육에 대한 실태분석에 기초하여 양성평등 실현을 위한 방안을 제시하였다. 양성평등 실현방안은 세 차원으로 나누어 질 수 있다. 첫째는 국가수준의 거시적 접근 방안들을 설정하였고, 둘째는 사회구성원들의 행동변화 전략을 공식화하여 제시하였다. 셋째는 구체적인 수준에서, 학교 양성평등교육 개선 방안과 과제를 제시하였다.
