지방의회 이해관계집단의 지방의원 유급제 인식 비교분석 = A Study on the Comparative Analysis into the Stake-holders' Recognition of the Stipend System for Members of a Local Assembly

국문 초록 (Abstract)

지방의원 유급제의 올바른 정착과 이를 통한 지방자치의 발전을 위해 지방의회의 주요 이해관계 집단인 주민, 공무원, 지방의원을 대상으로 지방의원 유급제에 관한 인식을 조사？분석하였다.
지방의원 유급제의 필요성과 효과, 보수액의 크기와 인상률, 도입효과가 가장 큰 의정분야와 가장 작은 의정분야, 효과가 부족한 이유, 의정활동성과 향상정도와 주민의 기대？요구 향상 등에 관한 인식의 차이를 비교？분석하고, 인식요인간 인과관계와 영향력의 크기를 분석하였다. 지방의원 개인에게 나타난 유급제의 효과, 경제적 안정과 출마결정에 미친 영향 등을 조사？분석하였다. 분석결과, 세 집단의 인식에 유의미한 차이가 나타났다. 의원집단은 매우 긍정적인 반면, 공무원과 주민집단은 부정적으로 인식하는 것으로 밝혀졌다. 또한 보수액의 수준이 참신하고 능력있는 인재의 유인에 부족한 것으로 밝혀졌다. 아울러 지방의원 유급제 효과가 부족한 원인으로 지방의원 정당공천제로 인한 부작용, 집행부중심의 지방자치제도, 현행 선거제도의 한계 등으로 밝혀졌다.
문제의 해결을 위해 지역민에 대한 지방의원의 신뢰확보, 지방의원 유급제에 대한 지역민의 이해 향상, 유급제 보수수준의 적정화, 장애요인의 제도적 개선과 운영적 보완이 요구되었다. 제도적 한계를 보완하기 위해 주민들의 의정참여와 민주통제가 제시되었다.

다국어 초록 (Multilingual Abstract)

This paper is to analyze comparatively into the stake-holders' recognition of stipend system for members of local assembly in order to introduce the system successfully. The stake-holders' around local assembly are residents, public servants, and members of a local assembly.
We comparatively analyzed those three groups' recognition of 1) the necessity and effectiveness of the system, 2) the parts that the system work best or worst on, 3) the cause of the system which brings a lack of effectiveness, 4) the degree of the legislature activity elevated, 5) the degree of the residents' expectation and requirement elevated. And we analyzed the cause-and-effect relationships and the degrees of the effectiveness among the cognitive factors. And also we analyzed legislator's individual effectiveness of the system, personal economic stability, and the degree in which influences the decision of candidates by introducing the system.
Based on the result of its analysis, we found those three groups had the significant difference of recognition about the system. And we discovered legislators group has the very positive cognition about the system; on the other hand, residents group and public servants group have the negative cognition. Residents group had worse cognition than public servants group. And the amount of stipend was identified insufficient to entice a new and young capability person. And we found the causes of lack of effectiveness to introduce the system are 1) the disfunction of the system for party to nominate legislator's candidate, 2) the problem caused by the executive organization centered on local autonomy, 3) the adverse effect produced by current election system.
Beyond these obstacles, we insisted the necessaries of 1) legislators' restoring residents' confidence, 2) elevating the residents's valuation about the system, 3) increasing legislators' stipend, 4) improving the systems caused by the problems and supplementing operation of them. And we proposed residents' participating in legislature activity and citizen's democratic control for supplementing and overcoming obstacles brought about by the systems.
