지적재조사 책임수행기관 운영의 개선방안 연구 = A Study on Improvement Plans of Cadastral Resurvey Responsible Agency Operation

In this study, the cadastral resurvey responsible agency selected and supported a private company, performed cadastral resurvey surveying, and tried to understand the operational status of each process. In addition, after selecting case areas, analyzing operating cases, and deriving limitations, it was attempted to suggest improvement plans. To this end, the research scope and method were established and research was carried out. The research results are as follows.
Based on the current status review, the study selected a case area and tried to analyze the cases of the actual cadastral resurvey responsible agency and suggest improvement plans. As the case area, Tongdong 2 district in Taebaek-si, Gangwon-do was selected. In the case of case analysis criteria, efficiency was defined as the selection and support of a cadastral resurvey agency. Rationality was defined as the performance and division of cadastral resurvey surveying work by the responsible agency and cadastral resurvey agency. In addition, stakeholder was interviewed to draw up operational limits and to reinforce objectivity in suggesting improvement plans.
Based on the case analysis and the derivation of limitations, this study suggested an improvement plan for the operation of the responsible agency. In the section on improving the efficiency of cadastral resurvey agency selection and support, a method was proposed to raise the qualitative evaluation score of the cadastral resurvey agency selection evaluation. In order to expand the support of the cadastral resurvey agency, it was suggested to enable automatic linkage installation when LandyGo SW update is performed. In addition, it was suggested that support should be provided through separate budgeting for the portion that is being supported by the cadastral resurvey agency at the level of the responsible agency.
In the part of rationalization of cadastral resurvey surveying work performance and division of duties, it was proposed to integrate the installation of temporary boundary monuments and determine boundary monuments. In addition, the performing entity sought the direction of preserving the project cost of the cadastral resurvey agency through joint implementation.
In the short term, the improvement plan was suggested in the direction of adjusting the project cost distribution ratio by adjusting the scope of work from a short-term perspective. From a long-term perspective, it was suggested to the cadastral resurvey agency that the scope of the current cadastral resurvey surveying process should be expanded to the extent possible and the cost of the project should be increased accordingly. The responsible agency should select and outsource the tasks that can be performed at the level of the responsible agency among the duties of the current cadastral office. A separate budget was established at the government level to support the required costs, and institutional improvement measures were suggested.

국문 초록 (Abstract)

본 연구에서는 지적재조사 책임수행기관의 민간 대행자 선정 및 지원, 지적재조사측량 수행 및 공정별 업무분장 등에 관한 운영 현황을 파악하고자 하였다. 그리고 사례지역을 선정해 운영사례를 분석하고 한계성을 도출한 후 이에 대한 개선방안을 제시하고자 하였다. 이를 위해 연구범위 및 방법을 정립하고 연구를 추진하였다. 연구성과는 다음과 같다.
현황 검토된 내용을 기초로 연구에서는 사례지역을 선정하고, 실질적인 지적재조사 책임수행기관 운영 사례분석 및 개선방안을 제시하고자 하였다. 사례지역은 강원도 태백시 통동2지구를 선정하였다. 사례분석의 기준의 경우, 효율성은 지적재조사대행자 선정‧지원, 합리성은 책임수행기관 및 지적재조사대행자의 지적재조사측량업무 수행과 분장의 내용으로 정의하였다. 또한 운영의 한계 도출 및 개선방안 제시의 객관성 강화를 위해 이해관계자(지적소관청, 한국국토정보공사, 민간업체) 인터뷰를 실시하였다.
사례분석과 한계성 도출 내용에 기초해 본 연구에서는 책임수행기관 운영의 개선방안을 제시하였다. 지적재조사대행자 선정 및 지원의 효율화 부분에서는 지적재조사대행자 선정 평가의 정성평가 점수를 상향하는 방안을 제시하였다. 지적재조사대행자 지원 확대에 있어서는 랜디고 프로그램 업데이트를 할 경우 자동으로 연계 설치가 가능하도록 하는 방안을 제시하였다. 또한 책임수행기관 차원에서 지적재조사대행자에게 지원하고 있는 부분의 별도 예산 책정을 통해 지원하여야 함을 제안하였다.
지적재조사측량 업무수행 및 업무분장의 합리화 부분에서는 임시경계점표지와 확정경계점표지 설치 작업을 통합하고, 이에 따른 수행 주체는 공동수행을 통해 지적재조사대행자의 사업비를 보전해 주는 방향으로 모색하였다.
책임수행기관의 업무위탁 확대와 연계한 사업비 배분의 현실화 방안은 단기적인 관점에서는 업무범위의 조정을 통해 사업비 배분 비율을 조정하는 방향으로 개선방안을 제시하였다. 장기적 관점에서는 지적재조사대행자에게 현행 지적재조사측량 공정의 업무범위를 가능한 범위까지 확대하고 이에 따른 사업비를 증가시켜 주어야 함을 제시하였다. 상대적으로 업무범위가 감소하여 사업비의 감소가 발생하게 되는 책임수행기관에게는 현재 지적소관청의 업무 중 책임수행기관 차원에서 수행이 가능한 업무를 선별하여 위탁해 주고, 그에 따른 비용은 정부차원에서 별도의 예산을 수립하여 지원하는 방향으로 제도적 개선책을 제시하였다.
