지역조직화 프로그램의 조직적임파워링특성과 개인적임파워먼트 간 프로그램유형의 상호작용효과에 관한 연구 = 지역사회복지관의 주민교육과 주민복지프로그램 비교

국문 초록 (Abstract)

본 연구는 영구임대아파트 지역사회복지관의 조직화기능과 관련한 프로그램의 임파워링 특성과 개인적 임파워먼트효과간의 관계를 Kasmel과 Tanggaard(2011)의 조직적 임파워먼트요소(ODCE)접근틀을 적용하여 실증적으로 확인하였다. 그리고 프로그램의 목표, 이슈특성을 구속하는 프로그램유형에 의해 임파워링특성과 임파워먼트효과 간의 관계가 조절될 수 있다는 가능성을 고려하여, 주민교육, 주민복지프로그램을 상호작용변수로 투입하여 조절회귀분석을 실시하였다. 연구대상은 지역사회복지관의 지역조직화 프로그램에 1년 이상 참여한 지역주민이었고, 최종 분석에 활용된 사례 수는 182명이었다. 분석결과, 첫째, 독립변수인 임파워링특성 중에서 지지적 환경창출만이 임파워먼트에 유의한 영향을 미치는 것으로 나타났다. 즉, 지역조직화사업의 참여자들은 프로그램의 지지적 환경창출 예를 들어, 정치적 지지나 재정자원을 획득하기 위한 자원동원활동의 특성을 높게 인식할수록 임파워먼트수준이 높아진다고 하겠다. 둘째, 주민교육과 주민복지프로그램의 조절효과를 검정한 결과, 모두 조절역할을 수행하지 못하였다. 그러나 각기 독립변수로 역할을 할 수 있다는 것이 확인되었다. 즉, 주민교육은 임파워먼트에 긍정적인 영향을, 이와 반대로 주민복지프로그램은 부정적인 영향을 주는 것으로 나타났다.
이 같은 분석결과에 근거하여, 지역자원동원 지원단육성 및 지역지지 환경창출 지원프로그램 개발, 실천가의 자원동원과 관련한 전문성 향상 방안 등에 대한 이론적, 실천적 논의가 제시되었다.

다국어 초록 (Multilingual Abstract)

This study aims to examine the interaction effects of program type on the relationship between the organizational empowering characteristics and personal Empowerment. To to this, kasmel and tanggaard(2011)’s organizational domains of community empowerment(ODCE) framework was applied in this research. Futhermore, taking account of the program type’s role constraining the objectives, issue of program, the moderated multiple regression analysis performed inputting the resident education and welfare program as interaction variables. A total of 182 selected community residents participating in community organizing programs above 1 year in the survey through a convenience sampling.
The results showed: Firstly, among the independent variables, only the creation of supportive environment affected significantly the empowerment. That is to say, the participants of the community organizing programs perceived the supportive environment creation like resource mobilization activities for political support, financial resources, feel higher, the levels of empowerment becomes higher.
Secondly, the moderating effects was not identified. But, each variables were identified as a independent variable. That is, the education program influenced positively, while, the welfare program influenced the empowerment negatively.
Based on these results, the theoretical and practical implications were suggested including the development of community resource-mobilizing supporting groups or the community supportive environment creating program, improvement strategies of practitioner’s profession ability.
