환경지표의 중요도와 성취도 평가를 통한 환경정책집행의 우선순위 설정 = A Study on the Decision of Priority Ranking of Environmental Policy Implementation Based on Importance-Achievement Analysis

The purpose of this paper is to decide the priority ranking of environmental policy implementation based on the degree of importance-achievement awareness on the environmental indicators(EIs). In order to do that, this study obtained questionnaire data from 129 environmental experts through electronic survey and analysed them using an action grid and a mean difference test. We found that 1) the awareness on the achievement degree of EIs was lower than that on the importance degree, 2) natural environment was the most important indicator, and 3) living environment was the most achieved one. Action grid analysis noted that environment pollution indicators should be continuously improved and the budget should be more invested on the natural environmental indicators in case of the environmental policy-building. However the top priority should be put on the management indicators such as environmental education and technology, co-work system between the government and the citizen organization, the building of environment information system, and living environmental indicators had the lowest priority. This study concludes that the management indicators such as the building of environment information system, the expansion of environment education, and the development of environmental technique are the most important ones among three main indicators in order to improve the environment quality and sustainability.
