2체제연합(bilateral confederation)의 가능성과 한계: 벨기에 연합주의와 한국 통일방안을 중심으로 = Possibility and Limitation of Bilateral Confederation: Focusing on Belgian Confederalism and Korean Unification Plan

국문 초록 (Abstract)

본 연구는 한국과 플랑드르 사례를 중심으로 2체제연합(bilateral confederation)의 함의를 분석한다. 벨기에서 플랑드르 제1정당인 신플랑드르연대가 주축이 된 연합주의 개혁은공감대를 넓혀가며 전국 차원의 논쟁을 불러일으키고 있으며, 한국에서도 통일의 과도기로설정된 남북연합에 대한 논쟁이 진행됐다. 최근 터키-쿠르드, 시리아-로자바, 팔레스타인- 이스라엘, 인도-파키스탄 등의 분쟁지역에서 갈등해소 방안으로 양자 간의 국가연합을 제시하고 있으나 체제 전환을 추진할 수 있는 실질적 정치주체가 부재한 상황이다. 반면 한국과플랑드르의 국가연합 방안은 정부 혹은 제1여당의 공식입장으로 발표됐으며, 비교적 상세한제도 추진방안까지 제시했기 때문에 2체제연합에 대한 중요한 참고사례가 된다. 본 연구는한국과 벨기에의 2체제연합이 급진적 변화를 예방하는 단계로서 의미를 갖지만, 연합기구의구성 및 주변국 지지 확보라는 선결 과제의 해결이 쉽지 않다는 것을 밝혔다.

다국어 초록 (Multilingual Abstract)

This study analyzes the implication of the bilateral confederation, focusing on the Korean and the Flemish case. In Belgium, the confederal reform led by the New Flemish Alliance, the Flemish's first ruling party, has remarkably gathered consensus and sparked national debate, as the Korean government's official unification plan led to debates on the meaning of the South-North confederation as a transitional stage for reunification. Several researchers have recently argued that a confederal system can resolve disputes over conflict areas such as Turkey-Kurd, Syria-Rojava, Israel-Palestine, and India-Pakistan, but no real political entity exists in those areas to carry out confederal reform. On the other hand, the South Korean government and the New Flemish Alliance both issued a bilateral confederation plan as a major alternative and proposed a transitional organization in detail. This study found that the bilateral confederation is important in terms of the preventive stage against radical regime change, and these two cases share the prerequisite to forming a transitional body and securing support from neighbor countries.
