Since 1980s the welfare services for the elderly in Korea have developed various progroms in the areas of income security policy, health and medical policy, housing policy, increased institutional care, and social services for the elderly. The state of services received by the elderly, however, is still very primitive and the quality of the many elderlie's life is below the poverty line. Only 1% of the elderly over 65 receives national security pension and due to the budget limitions public assistance excludes those who are on marginal income yet below poverty line but have no real help from their own family. The life in the home for the aged is so poor and isolated and programs so monotonuos that it gives rise to negative images of the eldery.
We make some suggestions on the welfare services for the elderly. It needs to establish social welfare budget by local community government, to raise fund from the publics and to mobilize social actions among the elderly such as the elderly rights advocacy. It also needs health program development based on the ecosystematic perspective including counseling therapy, recreational therapy, chitchat therapy, and sports therapy. It needs to remake positve images of the elderly who recognizes old age transitions and accepts its implications from the life developmental perspectives by providing residual social help to family, creating community activities for the elderly, organizing self-help groups and education programs.
In order for the above suggestions to take priority of policy making, the value and philosophy for the old age welfare should be reoriented to secure the human dignity and human life.
