도심지 내 공개공지 유형 분석과 활성화 방안에 관한 연구

국문 초록 (Abstract)

도시를 중심으로 무분별한 개발로 인해 도시환경은 훼손되고 파괴되어 복구하지 못한 채 녹지와 휴식공간은 줄어들었고, 도시민의 휴식공간으로서 인공적인 공개공지 필요성이 대두되기 시작 하였다. 1992년 6월부터 공개공지의 확보 제도가 처음 도입 되었으나 20년이 지난 지금도 여러 문제점이 나타나고 있다.
본 연구는 도시공공공간으로서 공개공지가 가지는 의미와 특성을 밝히고, 공개공지의 계획 유형을 도출하여 공개공지를 유형별로 분석하고 이를 통해 공개공지 제도의 목적과 필요성을 확인하고, 이에 합당하는 공개공지의 공공성 증진 및 활성화를 위한 제도방안을 제시하고자 한다.
이를 위해 도심지 내(대전 서구, 유성구)공개공지를 주요사례로 한다.
개념 정립 및 분석을 위하여 선행연구를 고찰하고, 대상 공개공지에 대하여 유형별 평가 요소로 설문조사와 분석을 통하여 연구를 한다.
공개공지의 사례를 자료조사와 현장 조사, 도면 분석 등의 방법으로 공개공지 형태를 4가지(전면배치 내부형, 전면배치 외부형, 측면배치 내부형, 측면배치 외부형)로 분류하고, 공개공지 내 시설물을 파악하고. 공개공지의 평가요소를 인지성, 개방성, 편리성, 심미성, 관리성, 연계성, 기타 등 7가지로 선정하여 전문가 5인, 대상별 이용자 5인의 설문조사를 실시하였다.
분석 결과를 보면 공개공지는 전면 배치 외부형태로 모두 건물의 출입구와 동일한 면에 접해 있는 경우 이용이 많은 것으로 볼 수 있다.
또한 공개공지 내에 조성되어 있는 시설물들의 길이나 양이 증가할수록 이용이 늘어나는 것을 알 수 있었다. 그러므로 외부이용자의 공개공지 이용에 있어서는 보행자 측면의 계획이 중요하고, 내부이용자와 밀접하게 관련되는 건물 출입구와의 연계가 중요하다 생각한다.
앞으로 공개공지의 이용률을 높이기 위해서는 이용자에 의해 쉽게 인지되고 접근할 수 있는 공간과 편리하고 다양한 편의시설 설치로 공간이 조성되어 하며 쾌적한 환경을 위해 정기적인 점검과 순찰을 통해 관리 및 안전성을 확보가 필요하고 생각된다.

다국어 초록 (Multilingual Abstract)

Urban-centered reckless land development is seriously polluting the environment. Demolished environment is difficult to be restore while makes green belt and open space less and less. A need of Public Open Space for citizens was recognized. Until now, there still some problem about secure system even though it was be introduced for over 20 years from June in 1992.

The purpose of this research is to determine the signification and property of Public Open Space. Through the analysis of the Public Open Space design type to identify necessity and purpose of the Public Open Space system then found the optimization scheme to enhance the Public Needs of Public Open Space.
To achieve this. the research based on case daejeon(seo-gu, Yuseong-gu) to define and analysis the concepts allow advanced researches.
this research is finished by a survey which is based on different types of factors and analyzing the survey result.

By analysis of materials, floor plan about public open space, public open space can be divided into 4facts(front placement-exterior type, front placement-interior type, side placement-exterior type, side placement-interior type), understand the facilities in public open space. Also we set evaluation factor of public open space as recognizable, openness, convenience, esthetics, maintenance, connectivity so forth and surveyed with 5 experts, 5 users.

According to the result, public open spaces are front placement - exterior type and people use more if all of them are close to the entrances of buildings
Also while the length and volume increase of facilities in public open space, people use more. Therefore, for use public open space of outsiders, the plan for pedestrian and the connection between insiders and the entrances of buildings are important.

To improve of using public open space, we need the place which can be easy to access and recognize. Also that place should be made by installation of various amenities. In addition, we need to ensure safety for a pleasant environment by regular patrol and inspect.
