국민기초생활보장법의 실시 가능성 제고에 관한 연구 = A Study on Promoting the Implementation of the National Basic Life Security Law

다국어 초록 (Multilingual Abstract)

The National Basic Life Security Law had been implemented since October this year. That law has a great meaning of securing the basic life for the nation, but it has many problems and difficulties for effective implementation.
Those problems the law has include options for implementing core contents, for example, ones for income test and means test, work-concerned provisions.
For effective implementation of the National Basic Life Security Law, firstly, concerned budget should be fully prepared. Secondly, the establishment of tax system is needed for the effective income test. Thirdly, the endeavor for searching the harmony work-incentive between income-security of clients is needed. Fourth, the concepts of the supportive agencies and networks for improving clients' self-helf through work should be defined in the law clearly. Fifth, the creaming phenomena of the allocation should be regulated. Finally, the development of appropriate programs for the clients' employment is needed.
