제주특별자치도의 성과평가제도 개선방안 : 협약에 의한 성과평가제도를 중심으로

국문 초록 (Abstract)

본 연구의 목적은 제주특별자치도가 매년 시행하는 총리실과의 협약에 의한 성과평가의 내용과 시행방법에 대한 문제점과 개선방안을 모색하는 것으로, 기존의 문헌연구와 담당공무원들에 대한 설문조사를 통한 실증적 연구를 병행하였다. 연구결과로는 첫째, 제주특별자치도의 추진주체들간의 역할분담을 명확히 하고 권한 이양의 폭이나 정도, 규제완화, 특례활용 파악 등 평가목적에 걸맞는 평가지표들이 구성되어야 하며 둘째, 성과의 정도가 어느 정도 이루었는지를 파악하기 위해 기본계획내용을 연도별로 구체화하도록 하는 것이 중요한 것으로 파악됐다. 셋째, 담당공무원들을 평가체제, 즉 평가주체, 주민만족도의 바람직성 등 7가지의 항목에 대한 인식은 대체로 긍정적으로 인식하고 있는 것으로 나타났다. 넷째, 평가시스템에 개선에 대해 담당공무원들은 평가제도의 통합을, 평가기간은 다소 늘리는 것을, 평가자의 능력은 평가과정보다 평가내용의 전문성을 중요시하고 있는 것으로 나타났다.

This study aims to learn out the problems and to propose the improvements on the contents and the implementation of the performance evaluation system based on The agreement. The study was taken by analyzing literature studies and carrying out empirical study by surveys on practitioners. As a result, for first, about the contents of the performance evaluation system, the purpose of the evaluation needed to be correspondent with the role of evaluators. And the allocation of score among evaluation indicator and categories should be maintain to pursue time series analysis. Secondly, practitioners' recognition on the performance evaluation system were mainly positive because of The prime minister being evaluator and utilization of resident satisfaction research. Thirdly, the practitioners prefer a longer period time for evaluation terms, professionality of evaluation contents for evaluator and a integration of evaluation systems. Finally, a long-range strategic plan should be arranged for the success of Jeju Special Self-Governing province rather than immediate attainment of higher level of performance.
