관광단지 개발의 활성화 방안에 관한 연구 = (A)Study on Development Strategy of Resort Complex

Faced with Globalization, Many countries in the world are trying to develop industries to contribute to their economic and competitive power. One of these is the tourism, which is becoming more important than ever as an industry of the future.
Tourism contributes to create a lot of employees, earn and invite foreign currency so that it can help its local economy improve.
Therefore, development of resorts is one type of tourism industry that is expected to diversely develop, when national income elevates and the concept of leisure changes.
This study was started to bring up the question on how to solve the problem about resorts in korea, investigate the concept and feature of resort, think over the precedent study on development direction and legal problems, and study the problem about the development of resort with consideration of 15 resorts development and operation.
As a result of the research, 4 current topics from the study of 15 resorts were considered.
First, in order to develop resorts effectively, it is necessary to select and concentrate.
Second, in order to develop the resorts efficiently, both the governmental sectors and the private sectors need to cooperate with each other.
Third, it is necessary to have a Community Identity plan which will make the tourism destination comfortable.
Finally, it is necessary to improve tourist facilities and the tourism environment.
The problem of developing resort is as follows.
First, until now, the development of the tourist complex has simply depended on only governmental development and private development.
Second, when developing resorts, Private sectors could be faced with more problem than governmental sectors. Because it is difficult for them to acquire the land.
Third, compulsory acquisition of land causes a lot of discord. because it means that land owners have to sacrifice for the public benefit.
Forth, due to the public law on the restirction of land use, the land cannot be used efficiently.
Finally, at the beginning of resorts, we need to have lots of money and time to buy land on a large scale. But land price increases make the business more difficult.
In order to overcome these kinds of problems and revitalize the development of resorts,
First, You could introduce a third sector that is a mixed sector.
Second, the private sectors need help to develop the resorts conveniently without serious restrictions on their rights.
Third, it is necessary to diversify the method of land acquisition.
Forth, it is necessary to delegulate public law which is related to land use.
Fifth, it is necessary to prepare systematic equipment which causes the prices not to rise.
Finally, it is necessary to develop a system which helps the developer to acquire the land efficiently.
Development of resorts is on the prosperous increase on recent years because of users' demand and trends. It is devided into five types in Korea - golf, ski, beach, theme parks, and spas. Especially golfing and skiing resort are the most popular resorts and the active development situation as a prospected resort type in the future.
In this study, the author makes it clear not to sufficiently investigate items related closely with development of resorts. It is expected that the study about the development of resorts will be accomplished diversely in the near future and that this study could give a hand to that kind of effort.
