지역복지 전달체계 네트워크를 위한 지역사회복지협의체와 지역사회복지협의회의 역할과 과제 = Roles and Tasks of Community Association of Social Welfare and Community Council on Social Welfare for Community Welfare Delivery System Network

국문 초록 (Abstract)

본 연구에서는 지역복지 전달체계의 네트워크를 위한 시․군․구 단위에서의 지역사회복지협의체와 지역사회복지협의회의 바람직한 역할 정립과 협력 방안을 모색하고자 하였다. 본 연구에서는 지역복지 전달체계와 네트워크에 대한 선행연구들을 검토하였으며, 서울특별시, 경기도, 인천광역시의 지역사회복지협의체와 지역사회복지협의회의 담당자를 대상으로 설문조사를 실시하여 지역사회복지협의체와 지역사회복지협의회의 현황과 문제점을 파악하고 바람직한 역할과 과제를 도출하고자 하였다.연구 결과, 대다수의 지역사회복지협의체가 관의 영향력 하에 있으며, 그 결과 민관 협력의 본래 취지를 살리지 못하고 관 주도형 전달체계가 되어 버릴 수 있는 것으로 나타났다. 또한 대다수의 지역사회복지협의회의 재정적 상황이 열악한 것으로 나타났고, 중앙 및 광역 시․도 사회복지협의회와의 관계가 밀접하지 못한 것으로 나타났다.따라서 지역복지 전달체계 네트워크를 위해서는 무엇보다 시․군․구 단위의 지역사회복지협의체와 지역사회복지협의회가 각각 활성화되어야 하며, 각 지역에서 복지서비스를 제공하는 개체들로부터 대표성을 인정받는 사람들로 지역사회복지협의체와 지역사회복지협의회가 구성되어야 할 것이다. 또한 지역 내 복지문제에 대한 분석을 철저히 실시하고 가장 타당한 역할 모델을 찾아 해당 지역에 접근해야만 할 것이다.결론적으로 지역사회복지협의체 중심의 지역복지 전달체계 네트워크의 활성화에 대한 방향이 설정되어 있는 현실을 고려하여, 시․군․구 단위의 지역사회복지협의회에서는 민관 협의체인 지역사회복지협의체의 업무와 운영을 지역사회에 뿌리를 두고 있는 민간협의회 조직으로서 지원하고 보완하는 역할을 수행하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to identify the roles and tasks of community association of social welfare and community council on social welfare for community welfare delivery system network.This study examined the previous studies on community welfare delivery system and network. In addi-tion, this study conducted a survey on the present condition of community association of social welfare and community council on social welfare in Seoul, Kyonggi, Incheon.The result of this study showed that most of community associations of social welfare were under the influence of public sector. In addition, most of community councils of social welfare were under financial difficulty.This study suggested the followings. First, both community association of social welfare and commun-ity council on social welfare needs to be consisted of representing people among the community. Second, each community needs to analyze the community problems and develop its own model for community wel-fare delivery system network.In conclusion, the center of community welfare delivery system network should be community associa-tion of social welfare which consists of both the public sector and the private sector in the community. As a result, the role of community council on social welfare should be to support and supplement community association of social welfare in the community.
