The purpose of this study is to find out the current status of records management in Korea, To accomplish this, we analyze the status of general records management and the collection status of research records in 19 research institutes and draw up some major problems in managing research records.
First, there were no regulations and processes for the management of research records in institutions. In the management of national R & D, it was found that there is no indication about the management of research records while collecting core research records containing various types of research records, especially the core information of research projects, from dozens of research performing agencies.
Second, the types of core research records collected for each research management institution differed. The different types of core research records that are collected by applying different national R & D management regulations to different institutions have been different from one institution to another.
Third, in addition to the 14 research records specified in the "Rules for the Management of National R & D Projects", the standard format of records with high importance of records is not specified, .
In order to solve the above problems, the following suggestions were suggested.
First, it complements the regulations on the management of research records in research institute. It is necessary to systematically manage the research records that are produced, collected and managed by the R & D institution by establishing the definitions of the R & D records and establishing regulations that can give specific plans for the management process. To this end, it was proposed to create an environment that can share the pending issues and know-how of the records management such as the establishment of the council among the research management professional bodies.
Second, it standardizes the national R & D management regulations. By establishing the standardized national R & D management regulations covering the legal departments and the entire business, it is necessary for the R & D specialist institutions to be able to collect core research records in a consistent system even though the departments are different.
Third, it is to add an additional sheet of "Rules for the Management of National R & D Projects". It is necessary to standardize the format of the records such as the contract termination which has a low frequency of use but the importance of the agreement or the progress report containing the core information of the research project, something to do.
There is a limit to the solution proposed in this study within research institute. However, it would be best to seek systematic processes for the management, utilization, and preservation of research records through continuous communication between the government, ministries and R & D institutions.
