서울시 지하철 9호선의 민간투자 정책 사례 분석 -서비스 운영의 효율성 및 정부재정에 미친 효과를 중심으로- = Public-Private Partnership in a Korean Urban Rail Transit System: Impacts on Cost Efficiency and Government Finance

다국어 초록 (Multilingual Abstract)

In this study, we examined a number of policy issues regarding a public-private partnership (PPP) of an urban rail transit system that recently caught the media attention in Korea. The two main findings of this study are as follow. First, the PPP of an urban rail transit system in Seoul Metropolitan City has not contributed to efficiency improvement in terms of service operation. Second, nevertheless, considering the government's significant savings in construction outlays and potential loss that could have been occurred if the system had been operated by the government, the PPP may still have advantage from the point of view of the government finance. Overall, this case study shows well both the opportunities and threats that co-exist in a PPP arrangement, and provides policy implications to governments considering PPP to improve the performance of public services.
