진화게임이론을 이용한 국내 근로감독 모델 개발 및 적용 = Development And Application of Korea Labor Inspection Model Using Evolutionary Game Theory

국문 초록 (Abstract)

기존의 산업안전보건 정책의 목표를 뒷받침하는 지표는 기업과 정부 간 상호작용 문제를 충분히 반영하지 못하여 정확한 안전보건정책을 수립하는 데 걸림돌이 되는 문제가 있었다. 이에 따라 본 연구는 진화게임이론을 이용하여 국내의 근로감독과 사업주 간 관계를 수학적으로 증명 가능한 새로운 모델을 개발, 해당 모델에 대한 각각의 요소들이 모델에 미치는 영향을 분석하는 것을 목적으로 하였다. 해당 연구 과정에서 진화적 게임 개념을 모델에 도입하여 시간이 지남에 따라 기업의 법 준수 여부가 어떻게 변화하는지 수학적으로 모델링하였다. 시뮬레이션 결과, 감독기관의 감독 비율 조정과 기업의 산업안전보건비용에 대한 지원 제공이 기업의 산업안전보건 준수율에 대한 비율을 높이는 데 주요한 영향을 미치는 것으로 나타났다. 본 연구는 국내 근로감독 모델에 진화게임이론을 통한 새로운 접근법으로 학문적 발전과 정책 방향 개선에 기여할 수 있을 것으로 기대된다.

The indicators supporting the goals of existing industrial safety and health policies have not adequately captured the complexities of interactions between companies and the government, creating obstacles to establishing accurate safety and health policies. Accordingly, this study aims to develop a new model that can mathematically prove the relationship between domestic labor supervision and employers using evolutionary game theory, and to analyze the influence of each factor on the model. In the course of the study, the concept of evolutionary game was introduced into the model to mathematically model how the company's compliance with the law changes over time. The simulation results showed that adjusting the inspection ratio of the government agency and providing support for the company's occupational safety and health costs had a major impact on increasing the rate of the company's occupational safety and health compliance. This study is expected to contribute to academic development and policy direction improvement by providing a new approach to the domestic labor inspection model through evolutionary game theory.
