디지털 미디어 리터러시 정책동향 분석 및 제언 = An Analysis on the Current State of Digital Media Literacy Policies and Future Suggestions

국문 초록 (Abstract)

디지털 미디어 리터러시에 대한 국가차원의 정책적 관심이 높아지고 있다. 디지털 미디어, 소셜 미디어, 스마트 미디어 환경에서 디지털 미디어 리터러시 능력이 인간이 갖추어야 할 필수 생존기술로 인식되면서 각국은 다양한 리터러시 정책을 수립, 시행하고 있다. 본 연구에서는 디지털 미디어 리터러시를 둘러싼 세계 주요국의 정책동향을 미디어 환경에 대응하는 리터러시 정책, 국가경쟁력으로서의 미디어 리터러시, 평가와 측정에 대한 정책연구의 차원에서 분석, 검토하였다. 향후 정책제안으로 정부, 학교, 가정, 산업 간의 유기적 협조체제 구축, 미디어 리터러시 정책 대상자의 확대, 학교 의무교육 도입, 디지털 미디어 리터러시 평가조사 및 효과연구 지원 등을 제시하였다.

A growing interest in digital media literacy policy has been observed on the national level lately. Many countries are planning and enforcing diverse media literacy policies based on the notion of digital media literacy as a vital surviving skill in this digitalized and social media environment. This study attempted to explore and analyze the current state of digital media literacy policies worldwide as responses to rapidly changing media and the national competitiveness. Future policy suggestions such as the cooperation networks among the government, schools, families, and industries, the expansion of the beneficiaries of media literacy policy, the introduction of media literacy as compulsory education, and support for the research on the evaluation and effect of media literacy education have been discussed.
