This study aims to analyze the discourse on gender equality and women's development in international development cooperation, focusing on the SDG goals and domestic literature. We extracted research materials including discussions on women in the researches, extracted and categorized their main contents, and conducted a content analysis. The results showed that a multifaceted approach is needed to promote the development of women, including strengthening economic capacity, developing education and leadership, ensuring the right to health, eradicating gender-based violence and ensuring safety, improving laws and systems, changing social and cultural awareness, and strengthening international cooperation. The implications for ODA include supporting practical policies such as expanding employment opportunities, supporting job training and improving accessibility to financial services for women’s economic independence, operating programs to expand educational accessibility and sustainability, providing legal and financial support to eradicate gender-based violence, and reflecting gender mainstreaming in ODA projects.
