This study examines the enhancement of participatory democracy through Residents’ Autonomous Councils in villages with active local self-governance, employing a co-production framework. Analyzing Village A in Buk-gu, Ulsan, and Village B in Geumcheon-gu, Seoul, it was found that local self-governance manifests co-production traits such as co-commissioning, co-design, co-delivery, and co-assessment. Despite facing conflicts and policy constraints, these councils have effectively promoted resident growth and community transformation. The findings indicate that co-production in local self-governance aligns closely with residents' needs and strengthens participatory democracy. The research underscores the importance of supporting village activists and ensuring institutional stability to guarantee Residents’ Autonomous Councils.
