지방대학위기 현상과 원인：지방균형발전정책의 담론분석을 위한 시론 = Dealing Local University Crisis: A Discourse Analysis forSustainable Regional Development Policy

Policy discourses reflect different positons and interests. Rationalty in policy making can be increased by the negotiation between the discourses. This paper treats the issue of the local unversities' crisis in terms of discourse analysis. It categorizes the issue into four different policy discourses: policy failure story, university, stratification story, ruining local community story, and city and university town story. The former three are ruling stories at present, but they are mainly of harsh critic without alternatives or of zero-sum confrontation approach. This paper finds a viable alternative answer in the local cities and universities' autonomy and their cooperation.

국문 초록 (Abstract)

정책논의에 나타나는 담론은 서로 다른 입장과 이해관계의 반영이며 담론주체 간의 의사소통과 타협을 통하여 정책의 합리성이 증가할 수 있다. 이 논문은 지방대학위기라는 정책문제에 대한 논의 동향을 4개의 정책담론 형태로 정리하였다. 정책실패담론, 대학서열화 담론, 지방몰락 담론, 지방도시와 대학 담론이 그 것이다. 전 3자는 기존의 담론으로서 대안 없는 책임 추궁론이거나 아니면 실현가능성을 도외시 제로섬 방식의 입장이라는 한계를 지니고 있다. 지방도시와 대학 담론은 이러한 한계를 극복하기 위하여 제시하는 대안이다. 이 담론은 광역지방자치단체 중심의 사고를 지양하고 지방도시와 타운들에 기초자치단체로서의 주도권를 돌려주고 대학 역시 도시와 같은 자치단위로서 되돌려 양자간의 협력을 기하는데 초점을 두고 있다.
