新羅 統一期 專制王權의 강화와 村落支配

국문 초록 (Abstract)

삼국통일전쟁을 거치면서 지방사회는 변동하게 된다. 신라 통일기에는 국가가 주도적으로 수리시설을 축조하고 주요 생산도구인 철제 농기구를 집중적으로 소유하여 새로운 토지를 창출하려고 하였다. 이를 기반으로 국가는 田丁과 戶口를 기준으로 지방사회를 縣으로 再編하게 되었다. 현 중심의 지방사회에서 地方民들은 郡縣하게 되었다. 현 중심의 지방사회에서 地方民들은 郡縣단위로 출신지를 표기하게 된다. 그리고 촌마다 1인이 있던 村主는 縣에 여러 명이 임명될 정도로 在地 基盤이 약화되고 縣令이 지역사회를 주도하게 되었다.
이 과정에서 기존의 지방사회와는 단절된 새로운 유형의 촌락인 計劃忖들이 형성될 가능성이 열리고 있었다. 당시의 개발은 주로 국가 권력에 의해 이루어졌으므로 새로이 형성된 촌은 상당수가 국가의 공적인 토지로 편입되었을 것이다. 이러한 새로운 촌의 형성은 귀족세력 위에 군림하고자 하는 국왕의 권력을 뒷받침하였을 것이다. 또한 신라 왕권은 기존의 자연취락도 自然林으로 재편하여 지역사회의 최말단까지 파악하고자 시도하였다. 이제 신라국가는 중고기 村의 自筆性을 인정하면서 村主를 매개로 지방을 지배하는 方式에서 縣令을 통한 地方官 중심의 지방사회를 운영하고자 하였다.
이러한 관 주도의 지방사회는 9세기 이후 왕권이 약화되는 시기에 붕괴되기 시작하였다. 이것은 지방사회 내부에서 자연촌보다 광역의 지역단위가 결집하여 촌주가 주도적으로 地域村을 형성하면서 일어나기 시작하였다. 이것은 신라 통일기 지방사회의 붕괴를 의미하는 동시에 새로운 고려적인 지방질서가 자리를 잡아가는 과정이기도 하였다.

다국어 초록 (Multilingual Abstract)

After years of the on-going Unification war, the provincial society started to change. Metal-based agricultural utensils believed to have come from the United-Silla era are nowadays usually being found from excavation sites of governmental facilities of the era. This means as leading the agricultural advancements by itself, the Silla government effectively utilized financial resources obtained from the productive advancements, in reforming the provincial societies. Based on Joen-Joung(田丁) and Ho-Goo(戶口), the government created Hyon(縣s) inside the provincial society. In this newly changed environment, it was required fur the people to designate their regional origins in that fashion, and for the Chon-Jooss(村主), who were holding sole jurisdictional authority over matters in their original arena, to be assigned to new Hyons with a bunch of other Chon-Joos from other regions. It surely meant the weakening of their power, and also a subsequent authority transfer to the heads of the newly developed Hyons, namely Hyon-Ryoungs(縣令). Finally, the Silla government managed to commence direct ruling of the provincial society, utilizing officials sent from central to the provincial society, instead of just recognizing the Chon-Joos' autonomous activities with its arms folded.
At, the middle era Chons continued on losing their autonomous situation, natural villages starred to form, eventually to be utilized as the bask unit of tax collection and labor imposition in later days. This was not an abrupt, provacative change which suddenly appeared just after the end of the Unification war. It was indeed in slow but continual progress since the mid-6th century, as natural villages starred to experience enforced autonomous control of their own.
