다중흐름모형의 수정모형을 활용한 정책과정 분석 - 치매특별등급제도의 정책변동 과정에 대한 분석 - = An Analysis of Policy Process with Revised Multiple Streams Model: With Reference to the Policy Changes of Dementia Rating Systems

다국어 초록 (Multilingual Abstract)

This study analyzes the policy changes of dementia rating systems with revised multiple streams model, focusing more on processes or stages of public policy and the role of policy entrepreneurs. The dementia rating systems went through around 7year public policy processes, which can be divided into two stages, following the politics streams of presidential elections. Developing and revising the original multiple streams model, which brings agenda setting into major focus, the study attempts to explain complex realities of policy processes with a more dynamic model, considering the continuous opportunities of policy windows and confluence of multiple streams in each stage, and emphasizing the roles of policy entrepreneurs in theses processes. Specifically, it purports to shed new light on policy entrepeneurs’ active roles through the analysis of their expertise, authority, negotiating power, and initiative. The result shows that the policy process does not simply terminate with the agenda setting stage, but experience complex stages, opening and closing of policy windows, where new policy processes develop, terminate, and feedback. Secondly, among the three streams, politics stream is relatively more influential, especially on the policy entrepreneurs’ initiative. Thirdly, policy entrepreneurs’ capacities, such as expertise, authority, negotiating power, and initiative paly important roles in implementing the public policy.
