문화의집 운영활성화를 위한 한국문화의집협회의 기능과 역할에 관한 연구 = (A) study on the function and role of 'The federation of Korea Cultural House'

국문 초록 (Abstract)

우리나라 지역 문화복지시설인 문화의집은 1996년 설립을 시작하여 국민의 삶의 질을 높이는 동시에 지역의 자율적이고 기초적인 문화역량을 축적하는 기능을 함으로서 지역문화발전에서의 중요한 계기로 작용했다. 그러나 지역문화발전에서 중요한 의미를 가지는 문화의집이 현재는 중앙정부의 무책임한 처사와 지방자치단체의 무관심 속에서 존립이 위태로운 상황에 놓이게 되었다. 21세기 국가 및 지역발전에 있어서 새로운 문화기반자원으로 자리하며, 참다운 문화의 민주화 및 문화민주주의를 실현하기 위한 통로로 활용될 문화의집은 그 중요성이 더욱 커질 것이다. 이러한 상황에서 한국문화의집협회는 문화의집 지원기능을 담당하고 있는 유일한 조직으로 지역문화환경 변화에 따른 문화의집의 새로운 역할과 현실적 존립 위기감을 제대로 인식하여 문화의집 미션을 유지하고, 운영활성화를 도모할 수 있도록 부단히 노력해야 한다. 이렇듯 협회가 문화의집에 대하여 차지하는 비중이 점점 확대되는 만큼 스스로의 개혁과 함께 협회에 대한 내·외부적인 요구들을 적극적으로 수용하고, 문화의집이 제 위상을 차지할 수 있도록 대외적인 활동도 강화해야 하는 입장에 놓이게 되었다.
그래서 문화의집 운영활성화를 이룰 수 있는 새로운 방안을 모색해 보고자 한국문화의집협회의 기능과 역할에 관한 연구를 실시하게 되었다. 본 연구에서는 문화의집 성격과 기능을 재조명하고, 문화시설과 협회조직의 관계에 대한 이해를 통해 한국문화의집협회가 문화의집과 관계하며 기능해야 할 요소들을 알아보았다. 그리고 협회의 운영현황 분석과 협회의 지원기능에 관한 지역별 문화의집 운영실무자 요구 설문조사를 분석하여 협회가 문화의집 운영활성화에 있어서 기능해야 할 요소와 문화의집 지원기능강화 문제점 및 시사점을 도출하였다. 또한 협회의 기능 수준과 유사한 국외 사례를 연구하여 문화의집에 대한 바람직한 지원기능과 협회 자체 개혁에서의 시사점을 도출하였다. 끝으로 본 연구의 목적이 담긴 한국문화의집협회의 지원기능강화 방안을 제언하였다.
한국문화의집협회의 지원기능강화 방안은 모두 두 부분으로 나누어 연구하였다. 첫 번째는 문화의집 지원조직으로서 협회의 기능 및 역할 제고이다. 그 영역은 ①문화의집 관련 법·제도 개선 요구 ②문화의집 운영책임자 및 실무자 재교육 ③프로그램 개발 및 보급 ④조직 네트워크 구축 ⑤재원조성 지원 ⑥경영지원자 기능 담당 ⑦정보공유체계 구축 기능 ⑧문화의집 정체성 형성을 위한 기능 개발이다.
두 번째로 문화의집에 대한 지원기능을 강화하기 위하여 요구되는 협회의 운영활성화 방안을 제시하였다. 그 영역은 ①조직 환경 개선 ②재원조성의 다각화 ③회원 관리 및 개발 ④사무국의 운영전문성 강화 ⑤주무부서 이관을 통한 협회 업무 효율성 제고로 종합하였다.
그리하여 본 연구는 문화의집 운영활성화에 대한 새로운 대안을 제시하였다는 점에서 의의를 갖는다. 기존의 연구가 문화의집 자체 문제에 초점을 맞추어 전문화 혹은 활성화 방안을 마련하는 것이었다면 본 연구는 문화의집을 지원하는 조직인 협회의 기능강화를 연구함에 따라 좀 더 새로운 접근으로 대안을 제시하였다는 것이다.
본 연구를 바탕으로 계속될 후속연구에서는 문화의집 운영활성화에 대한 좀 더 다각적 접근에서의 제언이 이루어질 수 있으리라 생각하며, 이러한 연구들을 통해 조속히 문화의집 운영활성화가 이루어졌으면 한다.

다국어 초록 (Multilingual Abstract)

The Cultural House which is the local cultural welfare facility of Korea was established in 1996 and raised the quality of life of the people and accumulated the autonomous and basic cultural capability of the region and acted as the important opportunity in local cultural development. But the Cultural House which has the important meaning in local cultural development has been positioned under risky situation by the irresponsible management of the central government and the indifference by the local administration. In the development of the nation and the region in the 21th century, the Cultural House which will position as the new cultural based resource and will be utilized as the pathway to realize democratization of real culture and cultural democracy will become bigger in its importance. Under this situation, the federation of Korea Cultural House is the only organization that is in charge of Cultural House supporting function and it must endeavor steadily to maintain the mission of Cultural House and to devise operation activation while perceiving the new role of Cultural House and sense of crisis in real existence according to the change of local cultural environment. Like this, as the weight that the federation accounts for toward the Cultural House is expanding gradually, it became to be under the situation to accept the in-and-out demands about the federation actively with its renovation and reinforce the outer activity for the Cultural House to account for its position.
So, we came to practice the study about the function and role of the federation of Korea Cultural House to grope new way that we can achieve operation activation of Cultural House.
In this study, it re-illuminated the character and function of the Cultural House and found out the factors that the federation of Korea Cultural House must relate and function with Cultural House through the understanding about the relations of cultural facility and federation organization. And, it deduced the problems and suggestions of supporting function reinforcement of theCultural Houseand the factors that the federation must function in activating the operation of the Cultural House while analyzing the survey of operation execution demand of regional Cultural House about the supporting function of the federation and the operation status analysis of the federation. Also, it deduced the desirous supporting function and the suggestions in the reformation of the federation itself about the Cultural House while studying the similar foreign cases and the functional level of the federation. Finally, it suggested the way to reinforce supporting function of the federation of Korea Cultural House that contained the purpose of this study.
It studied the way to reinforce supporting function of the federation of Korea Cultural House into two parts. First, it is the consideration of function and role of the federation as the supporting organization of the Cultural House. The areas are ①demand of improvement of law and system related to Cultural House ②re-education of the person in charge of operation and execution of the Cultural House ③developmentand distribution of the program ④construction of organization network ⑤support of financial resource furtherance ⑥take charge of management supporter's function ⑦function to construct information share system ⑧functional development for identity formation of the Cultural House.
Second,to reinforce the supporting function about the Cultural House, it suggested the way to activate operation of the federation that is demanded to reinforce the support function of the Cultural House. It totalized the areas as ①improvement of organization environment ②diversification of furtherance of financial resources ③management and development of members ④reinforcement of operation specialty of the bureau ⑤raise of task efficiency of the federation through the transfer of competent section.
Therefore, this study has the significance in that it suggested new alternative about the operation activation of the Cultural House.If the existing study prepared the specialization and activation method while focusing on the problem of the Cultural House itself, this study suggested the alternative by newer approach as it studied the reinforcement of function of the association which is the organization supporting the Cultural House.
We think the suggestions in a more multilateral approach can be achieved about the operation activation of the Cultural House in the successive study which will be continued based on this study, and wwe wish the operation activation of the Cultural House to be achieved quickly through these studies.
