아세안 연계성의 정치 = Enhancing ASEAN Connectivity: its political implications

국문 초록 (Abstract)

아세안은 경제공동체 건설 과정의 밑바탕이 되는 인프라 통합을 전략적 과제로 내세우며 그 논의의 도구로 연계성 개념을 발전시켰다. 현재는 아세안 내부 뿐 아니라 아시아-태평양, 범아시아 지역 협력체에서까지 연계성 개념이 유용한 국제 협력틀의 하나로 사용되기 시작했다. 이 글은 아세안 연계성이 무엇이고 연계성 협력이 현재 어떻게 추진되고 있는지 소개한다. 또한 지금까지 자세히 다루어지지 않았던 아세안 연계성 협력의 정치경제적 배경을 다룬다. 특히 금융위기 타개라는 공동의 정치적 목표, 강대국들에게 휘둘리지 않겠다는 공동의 지정학적 의지, 중소국 연합체임에도 불구하고 아이디어 리더쉽(idea entrepreneur)을 통해 국제사회의 논의를 이끌어나가고자 하는 공동의 외교적 갈망이 반영된 전략적 산물로서 연계성 개념을 설명한다.

다국어 초록 (Multilingual Abstract)

Connectivity is a buzz word around ASEAN, which is used as a notion that glues key infrastructure development initiatives in the process of ASEAN Community building. However, few studies have examined the development of this notion as a conceptual and practical tool for cooperation. This study aims to fill this gap. It illustrates how Connectivity-related cooperation has been developed around ASEAN, particularly focusing on the strategic and political background of its development. Connectivity, this study argues, is a notion that reflects ASEAN elites' strategic concerns and mutual interests, rather than well-calculated economic benefits or demands from the bottom.
