DEA를 활용한 국제협력 R&D사업의 효율성 비교 분석 = Comparative Analysis of Efficiency of International Cooperation R&D Projects Using DEA

국문 초록 (Abstract)

기술 혁신이 가속화되고 글로벌 경쟁이 심화됨에 따라 과학기술 분야의 국제협력은 국가의 경쟁력 향상을 위한 필수적 요소로 인식되고 있다. 이에 본 연구에서는 DEA 기법을 활용하여 국제협력 R&D 과제의 효율성을 분석하는 것을 목적으로 한다. 첫째, 2013∼2018년에 추진된 국제협력 R&D과제의 효율성을 추정한 결과, 전반적으로 국제협력 R&D과제의 성과는 국가 전체 R&D과제의 성과보다 효율성이 높은 것으로 나타났다. 둘째, 국제협력 R&D의 참여형태별 효율성을 분석한 결과, 연구자 해외파견 및 위탁연구 형태의 국제협력 R&D과제가 상대적으로 높은 효율성을 갖는 반면 국제협약이나 외국연구자 유치 형태의 효율성은 낮게 나타났다. 마지막으로 선진국 및 비선진 국과의 국제협력에 따른 성과의 효율성을 비교한 결과, 전반적으로 선진국과의 국제협력 효율성이 높은 것으로 판단된다. 본 연구는 그동안 국제협력이라는 특수성으로 인해 간과되어 왔던 R&D 분야의 성과를 점검하고 정량적인 분석 결과를 제시했다는 점에서 의미가 있다.

As technological innovation accelerates and global competition intensifies, international cooperation in science and technology is recognized as an essential element for improving national competitiveness. Therefore, the purpose of this study is to analyze the efficiency of the international cooperation R&D projects by using the Data Envelopment Analysis. First, as a result of estimating the efficiency of international R&D projects promoted in 2013-2018, international R&D projects have higher efficiency than all R&D projects in terms of input versus performance. Second, as a result of analyzing the efficiency of each type of participation in international cooperation R&D, international cooperation R&D projects in the form of overseas dispatch of researchers and consignment research have relatively high efficiency. On the other hand, R&D in the form of international agreements or attracting foreign researchers was found to have low efficiency. Finally, as a result of comparing the efficiency of international cooperation with advanced and non-developed countries, it can be said that the overall efficiency of international cooperation with advanced countries is high. This study is meaningful in that it examines the performance of R&D projects in the field of international cooperation which had been overlooked, and presented the analysis results quantitatively.
