미국자료로 본 한국전쟁의 재해석

This research aimed at approaching the Korean war with the new direction in the 60th anniversay of the war. This work is expected to make the level of the former researches deepen and to introspect critically on the Korean society after the war, which was formed with the basis of the experiences from the war.
To do so, research team collected and organized the documents which had been produced by the United Nation’s forces, especially United States forces. The documents produced by United Nations Civil Assistance Corps Korea(UNCACK) which took the civil affairs during the Korean war, so called ‘No Gun Ri File’, and ‘Battle History of the UN forces’ can be helpful to reinterpret the Korean war as multi-pronged and to reconsider the war in detail.
This research intended to make up for the former studies on the Korean war and investigate the issue in a new direction.
The subjects about the war and daily life were researched on the basis of the documents by the UNCACK in the 1st working year. Activities of the UNCACK, the changes in the population and local society, laws and ordinances system to rule Koreans made the macroscopic frame of the society. The lives in refugee camps and regulating Koreans and public care activities are regarding microscopic daily life.
Our research in the 2nd working year was performed with stressing on the war and the sufferings due to the war based upon ‘No Gun Ri File’. Our work particularly dealt with the massacre in the war and the problem of regulation through describing the organization and the activities of the Counter Intelligence Corps(CIC), conception of political prisoner and the massacre in prison, policy on POW, punishment on the traitors during the war, War crime investigation made by U.S. force and etc.
In the 3rd year of our research, we intended to rethink the major operations and the battles which have been representative of the Korean war and to examine historically the issue on the representation of ‘war story’. We raised Incheon landing on September 15, 1950 for its reconsideration and tried to research on espionage activities to the North Korea of the troop that carried out special warfare. Also we tried to approach for reinterpretation of the Korean war with studying how gender was represented in psychological warfare and investigating on the role of the military historians who compiled ‘The History of the Korean War’.
The work in the 1st year researched the subjects focusing on ‘daily life’ where the stream of macroscopic world and microscopic realm crossed in the foundation of new materials. The 2nd year’s work intended to raise the healing and the review on the war by illuminating concrete ‘sufferings’ due to the war based upon professional collection and analysis on of materials. The 3rd work tried to broaden our hrizon and approach the total subject which came as the reinterpretation and the representation of the Korean war on the foundation of the results from previous two years.

국문 초록 (Abstract)

이 연구는 한국전쟁 60주년인 2010년을 맞아 새로운 방향에서 한국전쟁에 접근하고자 했다. 이는 그동안 이루어진 한국전쟁 연구의 수준을 심화시키고, 한국전쟁의 경험을 토대로 형성된 전후 한국사회에 대한 비판적인 성찰을 가능하게 할 것이다.
이를 위해 본 연구팀은 한국전쟁의 주요 주체였던 유엔군(미군)이 생산한 자료들을 새로 수집, 정리했다. 한국전쟁기 민사업무를 담당한 ‘주한유엔민간원조사령부(UNCACK)’의 자료, 일명 ‘노근리 파일’, ‘유엔군 전투기록’ 같은 자료는 한국전쟁을 다각도로 재해석하고 전쟁의 구체적 실체를 면밀히 재검토하는데 도움을 줄 것이다. 이러한 자료를 바탕으로 이 연구는 다음과 같은 측면에서 기존 한국전쟁 연구를 보완하고, 새로운 연구 방향을 추구하고자 했다.
1차년 연구에서는 전쟁과 일상의 문제를 유엔민간원조사령부(UNCACK) 자료를 토대로 살펴보았다. 유엔민간원조사령부의 활동과 인구 및 지역사회의 변동, 주민통제와 관련 법제 운용이 한국전쟁기 일상을 규정한 거시적 틀을 규정했다면, 피난민 수용소에서의 생활, 주민통제와 공공복지 활동은 미시적인 일상의 문제이다. 1차년 연구는 한국전쟁의 일상을 규정한 거시적 틀과 미시적 영역이 서로 긴밀하게 연결되어 있으며 ‘전쟁’이 전장에서의 전투만이 아니라 하루하루 생존하기 위한 생활의 영역을 포괄하고 있음을 보여주었다.
2차년 연구는 노근리파일을 중심으로 연구했다. 노근리 파일에는 주한 미 대사관 기록을 포함한 국무성 문서, 육군 문서, 공군 문서, CIA 문서, 법무감 문서 등 다양한 주체가 생산한 문서들이 들어있다. 따라서 ‘노근리 파일’은 노근리 사건과 유사한 사건들에 대한 미국측의 대응을 위한 자료이기도 하지만, 한국전쟁을 연구하는데 간과할 수 없는 중요한 기록이라고도 할 수 있다.
3차년에는 ‘전쟁 이야기’의 재현 문제를 역사적으로 살펴보고자 했다. 북진의 계기를 마련했던 인천상륙작전작전을 재평가하는 문제제기를 하고, 특수전을 치른 부대의 대북첩보활동에 대한 연구를 시도했다. ‘전쟁 이야기’ 생산의 한 축을 담당한 심리전에서 젠더가 어떻게 재현되었는지 살펴보고, ‘한국전쟁사’를 편찬한 한국전쟁기 군사가의 역할을 규명함으로써 한국전쟁의 재해석을 위한 접근을 시도했다.
