ASEAN's ICT Policy and Its Implication for East Asian Regional Integration = 아세안의 정보통신 정책이 동아시아 지역통합에 주는 함의

국문 초록 (Abstract)

본 논문은 아세안(ASEAN)의 정보통신정책이 동아시아 지역통합에 주는 함의를 연구하였다. 정보통신기술의 급속한 발전은 산업화 시대에서 정보화 시대로 급속한 변화를 가져오고 있다. 정보화 시대에 지역통합을 이끌 추진력은 산업화 시대의 그것과는 다른 형태를 띨 것으로 예상되며 이에 대한 적절한 대비가 요구된다. 일찍이 커뮤니케이션의 매체로서 인쇄술의 발달과 보급이 민족공동체의 형성에 지대한 역할을 담당했음을 알고 있다. 도래하는 정보화 시대에 정보통신정책의 지역적 추진을 통한 교류의 확대는 새로운 지역공통체 형성에 중요한 역할을 담당할 것이다. 정보통신기술의 발전이 가져온 글로벌 시대의 도래는 지역통합에 대한 의미와 가치에 있어서 극단적인 평가를 가능하게 한다. 지역통합의 필요성을 강조하는 측면에서는 글로벌 시대의 무한경쟁에서 약화되는 국가의 생존과 국민의 안위를 위한 전략적 선택으로서 지역공동체의 필요성을 역설한다.
지역통합의 모범적 모델로서 간주되는 유럽연합은 정보통신 분야의 협력을 통해 새로운 성장동력을 개발해 내고, 동시에 지역통합의 새로운 역량을 강화하고 있다. 유럽연합은 각종 정보통신사업을 통해 역내 네트워크를 확대하고 보편적 서비스를 강화함으로써 정보화 시대의 지역통합기반을 다져가고 있다. 또한 지역적 기술 표준화를 통하여 역내의 교류를 확대하고, 이를 세계적 기술표준으로 발전시킴으로써 글로벌 시대를 선도하고자 노력하고 있다. 40여 년의 역사를 가지고 있는 아세안은 글로벌 시대에 대비하여 새로운 변화를 모색하고 있다.
특히 1997년 이래 동아시아 지역을 휩쓴 경제위기는 아세안은 물론 동아시아 지역 국가들 간의 동아시아 지역공동체 형성에 대한 관심을 다시금 촉발시켰다. 이러한 지역통합의 움직임은 아세안+3(한, 중, 일)의 역할 증대를 통해 현실화 되고 있다. 글로벌 시대의 성장동력으로서뿐만 아니라 새로운 지역공동체 형성을 위한 기반으로서 정보통신분야의 협력에 많은 관심이 집중되고 있다. 현재 아세안과 3국 간의 정보통신관련 사업은 아세안과 개별국가라는 틀을 벗어나지 못하고 있다. 도래하는 정보화 시대의 지역통합을 대비하기 위해서는 아세안과 3국이 공동으로 참여하는 동아시아 정보사회 구축을 위한 통합된 노력이 요구된다. 이러한 노력을 통해 글로벌 경쟁에서 북미와 유럽연합에 상응하는 동아시아 지역공동체로 성장할 수 있을 것이다.
