베트남의 제1외국어 과목으로서 한국어 채택의 정책적 함의 = Implications of Vietnam’s Adoption of Korean as a First Foreign Language in Public Education

국문 초록 (Abstract)

이 연구는 베트남의 초·중·고 외국어 교육과정에서 제1외국어로 채택된 한국어 교육의 현황을 검토하고, 채택 배경과 채택 과정을 탐구하여 국외 한국어 보급 사업에 대한 정책적 함의를 발견하는 것이다. 이를 위해 베트남 교육훈련부의 외국어 교육 정책과 외국어 교육과정을 분석하였고, 제1 외국어로 한국어가 채택된 과정을 고찰하여 타 국가에 적용 가능한 시사점을 도출하였다. 먼저 해당 국가별 한국어의 위상과 교육 단계에 적합한 맞춤형 지원이 필요하다. 다음으로 국내의 한국인 전문가 외에 현지인 한국어 전문가와의 협력이 강화되어야 한다. 마지막으로 현지 대학의 한국어과를 중심으로 한 성인 학습자 대상의 한국어 교육을 활성화한 후에 초·중등 교육으로 확산될 수 있도록 순차적인 접근이 필요하다.

다국어 초록 (Multilingual Abstract)

This study examines the status of Korean language education, as it was adopted as a first language in Vietnam’s elementary, middle, and high school foreign language curricula. Further, it explores its background and adoption process to identify policy implications for overseas Korean language distribution projects. To this end, the foreign language education policy and curriculum of Vietnam’s Ministry of Education were analyzed, and the policy implications for other countries were derived by considering the. First, phased support is needed for the status of in each country, as well as the educational stage. Second, in addition to native Korean experts in Korea, cooperation with local Korean language experts should be strengthened. Finally, a sequential approach is needed to promote Korean language education for adult learners, centered on local universities’ Korean language departments, before being spread to elementary and secondary education.
