Recently volunteer activity has been growing as a citizen movement all over the country. However, the effective management of volunteers has got accomplished enough to promote voluntary activity. The management process of volunteers is summed up in the following steps : recruitment, education, arrangement, supervision and evaluation. But the current system of volunteer management in Korea is managed ineffectively irrespective of the above management process. It is mainly concentrated on recruitment and arrangement. This is also the case in Chungbuk. Therefore, voluntary activity is not promoted and so many volunteers are falling away from voluntary activity. With the awareness of these problems, this study analyzes actual conditions of volunteer management in a volunteer-coordinating agency, Chungbuk Council on Social Welfare and various volunteer-utilizing agencies of social welfare fields in Chungbuk, and suggests its countermeasures to contribute to the promotion of voluntary activity in Chungbuk. The results of this study are summed up as follows:
(1) Management Countermeasures of Volunteer-Coordinating Agency
First, human and physical resources should be secured to execute volunteer management effectively since the current manpower and finance of CCSW are too short to execute its role and function as a volunteer-coordinating agency.
Second, getting out of the existing passive recruitment and public relations, CCSW should perform active recruitment and public relations to be a good supplying agency that recruits volunteers, educates them, and supplies them to various volunteer-utilizing agencies.
Third, getting out of the existing simple education, CCSW should use various educational programs and educational methods. Especially the volunteer-coordinating agency should take whole charge of the education for volunteer supervisors of volunteer-utilizing agencies.
Fourth, the volunteer-coordinating agency should arrange volunteers in the suitable position and supervise them with volunteer-utilizing agencies to that they may act in there continuously.
(2) Management countermeasures of volunteer-utilizing agencies
First, the roles between the volunteer-coordinating agency and the volunteer-utilizing agencies must be shared clearly. Volunteer-utilizing agencies must execute systematically the roles that they are supplied with volunteers by the volunteer-coordinating agency, supervise them, evaluate volunteer activities, and offer the results to the volunteer-coordinating agency.
Second, in order to play effectively the role in supervising volunteers on the spot, volunteer-utilizing agencies should be imposed to employ volunteer supervisors. Also, various reward systems for volunteers should be developed.
Third, in order to enhance the effectiveness of voluntary activity, it is important to establish an evaluation system. Evaluation includes not only the result evaluation of voluntary activity, but also all the process evaluations from the planning of voluntary activity to the practice of it.
(3) Computer Network Establishment for Volunteer Management.
In order to operate effectively the information system related to voluntary activity and volunteer follow-up management, the computer network of volunteer-coordinating agency and volunteer-utilizing agencies should be established for volunteer management in Chungbuk province.
Especially CCSW should secure human and physical resources for operating the volunteer management computer system, and reinforce its role and function as a volunteer-coordinating agency.
As mentioned above, if voluntary activities in Chungbuk province are managed systematically through role sharing between volunteer-coordinating agency, CCSW and volunteer-utilizing agencies, they will be promoted more and more.
With local self-government, it is forecasted that the dwellers' concern about social welfare will be enhanced even more. If effective management is premised, voluntary activity will be promoted in a large way. The development of social welfare can not be built only by governmental efforts. Therefore, citizen participation should be harmoniously accomplished. Finally I expect social welfare in Chungbuk province to be greatly developed through active citizen participation in voluntary activity.
