    This study analyzed political effects of local self-rule systems that had been caused since 2006 in terms of change of local electoral systems and local assembly systems. This study noted several important findings. First, reduction of lost votes and higher representation that were supposed to be achieved by medium-sized electoral districts were not actually achieved due to lower turnout and distorted change of assembly seats. In addition, entrance of political minority to the council were not accomplished, neither alleviation of regionalism, nor of monopoly of a single party. Second, while proportional representation in the ward assemblies were introduced to make it sure more professional women would join political arena and more diverse opinion would be represented, the number of proportional representatives itself was only a few, resulting in lower increase of women representatives. Third, since party nomination was introduced in this election, responsibility of parties would be more stressed in the future. Moreover, introduction of salaried assemblymen and different monthly allowance depending on regional capacity should indicate decentralization of power depending on regional capacity. In short, this study noticed increased number of candidates, self-regulated decision of monthly allowance, appropriateness of monthly allowance, professional local assemblymen, and intensified responsibility in this election.
