A completely revised Construction Technique Promotion Act is to be fully executed to change the regulation-oriented construction technique management system. This would be mainly for the purpose of promotion and support of construction businesses and for the development of the construction industry, overseas expansion and for to secure competitiveness.
Therefore, the purpose of this research is to consider the major contents of a generally revised bill (Construction Technique Promotion Act). Also, this research will investigate the current state of the act, its problems, and the possibility of improvement of a company according to the reorganization of the system based on an interview with an expert. After all things are considered, an analysis of a counterplan of the company will be performed.
The research for this study analyzed the existing literature and domestic and foreign cases to understand the system of construction technical service personnel. Also, a critique of the current Construction Technology Management Act was conducted to find where the current laws require revision. Also the basic direction of the Construction Technique Promotion Act, state of progression of major revised matters and the differences with the existing laws were compared and analyzed.
Furthermore, the preferential matters in the management of companies according to the reorganization of the construction management system, the current state of business, and problems in accordance with such issues were analyzed through an interview with an expert from construction management (CM) and supervision company. The preferential matters in management were derived and a correlated with major revised matters, then analyzed to investigate matters to be improved through the law revision. Further, main issues from the enforcement of the revised law were analyzed to suggest a comprehensive counterplan for the company.
The research targeted CM and supervision of the company closely affecting related matters to the revised Construction Technique Promotion Act and suggested potential effects for the company through the counterplan. In addition, this research also intended to analyze problems from the revision of applicable laws to suggest the necessary amendments, and to establish a means of continuous feedback for future improvements.
The research results can be summarized as follows.
The major matters for revision of Construction Technique Promotion Act were divided into four areas: integration of construction technical professionals, promotion of construction technical service personnel business, construction supervision, and integration of construction management (CM).
Through an interview with an expert in the field of CM, the major management matters for the company according to the system reorganization were divided into five areas of management: orders received, field management, manpower management, education management and administrative management. Depending on the order of importance and the current state of and problems in business each were investigated. Of the five major matters of management and four major revised items of Construction Technique Promotion Act, those that had the largest effect were matched and correlated to create the following classification for analysis.
1) Management of orders received due to an integration of construction supervision and construction management
2) Field management due to an integration of construction supervision and construction management
3) Manpower management due to an integration of construction technical professionals
4) Education management due to a promotion of construction technical personnel business
5) Administrative management due to an integration of construction technical personnel business
The previous classification was then used for analysis and suggestions for improvements were made. Putting the overall content regarding such law revision together, a counterplan of company was suggested.
In managing orders received, more effort from the company and orderer to generalize the application of the revised standard of cost of construction management service and the detailed evaluation standard of business performance capability of construction management service businessman is required. Furthermore, it is necessary to prepare against new phased maintenance of business guidance of construction management for field management and changed manpower management system. Lastly, it was found that an arrangement of a foundation for developing integrated technical personnel and work registration of administrative management, and integration and simplification of result reports are necessary.
For an application plan of this research, it was planned to suggest the basic direction for the development of the construction industry and make a counterplan of company according to the revised Construction Technique Promotion Act. It is suggested that continuous preparation for the improvement of countermeasures on construction technique management system is required by accepting opinions of companies through law revision and with continuous feedbacks.
