This research will discuss the event count data with reliability and validity in the study of international relations. A scientific event count data will allow researchers to analyze mutual reliance and multilateral
interactions in international relations with a scientific and objective method. For this purpose, this research redefines the concept of cooperation: a policy adjustment to increase mutual interest either by avoiding undesirable outcome(coordination) or by creating desirable outcome(collaboration) through voluntary and involuntary participation. After discussing the limitations of previous data, I will provide an alternative method to gather an event count data. First, it is necessary to differentiate coordination and collaboration as I mentioned before. Second, it is also desirable to confirm whether the motivation of cooperation is voluntary or compulsory. Finally, in order to prevent cultural bias on the process of data gathering, the data sources are
to be diversified. The studies concerning Korean foreign policy require an event count data with Korean news sources.
