부산 중소기업의 디지털 전환을 위한 프레임워크 개발 = Framework for Digital Transformation of Small and Medium sized Enterprises in Busan

국문 초록 (Abstract)

본 연구는 디지털 전환(Digital Transformation : DX) 시대, 자금 및 인력 제약으로 인해 낮은 디지털 성숙도를 보이는 부산 중소기업 (Small and Medium sized Enterprises : SMEs)의 실태를 진단하고, 성공적인 DX를 위한 맞춤형 프레임워크를 제안하는 것을 목적으로 한 다. 분석 결과, McKinsey, Gartner 등 글로벌 대기업 중심의 기존 DX 프레임워크는 부산 중소기업의 가장 큰 애로사항인 높은 투자 불확실성, 디지털 전문 인력 및 정보 격차에 대한 실질적인 해법을 제공하지 못하 는 한계가 명확히 확인되었다. 이에 본 연구는 부산 중소기업의 고유한 제약 조건을 극복하기 위해, 실용성 및 단계적 접근(MVP), 정부 및 지역 지원 연계, 인재 역량 강화 및 문화 혁신, 데이터 기반 의사결정 및 고객 중심의 네 가지 핵심 원칙 에 기반한 4단계 맞춤형 로드맵을 제안한다. 특히 클라우드 컴퓨팅 및 로우코드/노코드 등 낮은 진입 장벽과 높은 효율성을 가진 기술의 실용 적 활용을 강조한다. 이러한 단계적 접근은 운영 효율성 및 생산성 향 상, 시장 경쟁력 강화, 그리고 신규 비즈니스 모델 창출을 통해 기업의 지속 가능한 성장 기반을 확보하고 부산 지역 경제 활성화에 기여할 것 으로 기대된다.

This study aims to diagnose the current status of Small and Medium-sized Enterprises (SMEs) in Busan, which exhibit low digital maturity due to significant financial and human resource constraints in the era of Digital Transformation (DX), and to propose a customized framework for successful DX implementation. The analysis clearly confirmed the limitations of existing DX frameworks, typically tailored for large global corporations (e.g., McKinsey, Gartner), as they fail to address Busan SMEs' core difficulties: high investment uncertainty, scarcity of digital expertise, and information gaps. Accordingly, this research proposes a 4-stage customized roadmap founded on four core principles to overcome these unique constraints: Practical and Stepwise Approach (MVP), Linkage with Government and Local Support, Talent Capability Enhancement and Cultural Innovation, and Data-Driven Decision Making and Customer Focus. The framework particularly emphasizes the practical and low-barrier adoption of high-efficiency technologies like cloud computing and low-code/no-code. This phased approach is expected to secure a foundation for sustainable corporate growth, enhance operational efficiency and productivity, strengthen market competitiveness, and ultimately contribute to revitalizing the Busan regional economy through the creation of new business models.
