Foreign Policy Analysis Meets International Political Economy Approach in the Dialectic Synthesis? = 변증법적 합을 통한 외교정책분석과 국제정치경제의 접합

국문 초록 (Abstract)

이 글이 다루고자 하는 주요 퍼즐은 '외교정책분석과 국제정치경제학의 학제간 연구가 외교정책 형성과 이행의 동학에 대한 이해를 제고시켜줄 수 있는가?' 이다. 이에 대한 필자의 대답은 긍정적이다. 주요 주제와 범주(영역)에 있어서 개념적 수렴에 대한 필요성이 대두되고 있고 분석수준과 행위자-구조의 상호작용 차원에서 인지적 재검토를 수용함으로써 경제학과 정치학을 조합시킬 필요가 있다. 이는 유럽 안보 연구에서도 마찬가지이다. 결론적으로 외교정책분석과 국제정치학을 접합하기 위한 분석틀은 우선 사회 및 국제적 행위자들에 관한 국가이익뿐만 아니라 행동에 대한 구조적 제약을 함께 고려해야 한다.
여기서 주요 주제는 산출물로 인한 득실뿐만 아니라 정부간 관계를 넘어서는 통제력을 지닌 행위자와 정부의 관심사이다. 또한 안보, 생산, 금융, 지식 등 네 가지 사회구조에 초점을 둔 채 국가구조의 중요성을 인지해야 한다. 이는 국내 및 국제구조의 연계로 이어지고 결국 행위자-구조의 상호작용 관점에 기반하여 맥락화된 구조가 부과하는 지속적 억제와 기회가 활동하는 방식을 탐색하게 된다.
