In general, a sub-market for housing is formed according to characteristics such as region and price, and the pattern of change in housing prices is different for each sub-market. In addition, the price is determined by a combination of various factors such as location characteristics (job, transportation, school district, etc.) and physical characteristics (year, number of floors, size, etc.). However, in recent years, a very different pattern has appeared, drawing keen attention. Due to the heavy acquisition tax policy of the Housing Market Stabilization Supplementation Plan announced on July 10, 2020, the transaction volume and increase rate are high, especially in houses with an official price of less than 100 million, regardless of the region. As an exception to the heavy acquisition tax application, the establishment of 'low-cost houses with an official price of less than 100 million won' resulted in a different result from the direction originally designed by the policy.
Therefore, the purpose of this study is to examine the impact of the heavy acquisition tax policy implemented by the government to stabilize the housing market on the apartment market with an official price of less than 100 million won and to derive policy implications. The time range of the study was a total of three years, 18 months each, from January 2019 to December 2021, before and after July 10, 2020, when the Housing Market Stabilization Supplementary Measures were announced. In terms of space, cross-sectional data were constructed for 65 cities and counties, excluding special cities, metropolitan cities, and cities with a population of less than 100,000.
As a result, it was analyzed that due to the heavy acquisition tax policy implemented to regulate the indiscriminate purchase of houses by multiple homeowners, the demand for tax avoidance investment was concentrated in low-priced apartments in small and medium-sized cities nationwide. Among them, the preference for sales transactions is high in places where economic conditions are relatively good and rental demand is high, which can bear more lease prices, and where transactions can be actively carried out in future sales.
