스코틀랜드 장로교회 제2치리서를 통해 본 한국장로교회 정치체제 개혁을 위한 제언 = A Proposal for Reform of the Polity of the Presbyterian Church of Korea seen through the Second Book of Discipline of the Scottish Presbyterian Church

국문 초록 (Abstract)

본 논문은 장로교주의의 핵심을 담고 있는 스코틀랜드 『제2치리서』의 역사적 배경과 그 내용을 분석하고, 그 정신에 입각해서 한국장로교회의 정치체제 개혁을 위한 제언을 제시한 글이다. 필자가 장로교의 직제와 정치체제에 대해 특별한 관심을 가진 이유는 장로교가 개신교의 70% 이상을 차지하고 있는 한국교회에서 최초의 장로교 헌법이라 할 수 있는 스코틀랜드 『제2치리서』에 대한 연구가 제대로 이루어지지 못했기 때문이며, 또한 한국장로교회 안에서 교회의 직제와 정치체제에 대한 이해의 대립과 갈등으로 인해 교회가 심각한 위기를 맞고 있기 때문이다. 필자는 먼저 『제2치리서』가 나오게 된 정치적, 종교적 상황을 살펴본 후에 『제1치리서』가 나온 1560년부터 『제2치리서』가 등장한 1578년까지의 과정을 추적할 것이다. 이를 통해 『제2치리서』가 어떤 필연성 가운데서 나타나게 되었는지를 규명할 것이다. 그런 다음 교회정치와 세속정치의 관계, 교회의 직제와 그 직무, 교회회의체와 그 역할, 교회개혁의 과제와 목적이라는 제목 아래 『제2치리서』의 핵심 내용을 소개하고 분석할 것이다. 그리고 마지막으로 한국장로교회가 스코틀랜드 장로교회로부터 이어받고 지켜야 할 유산은 무엇인지 성찰하면서, 한국장로교회의 직제와 정체의 개혁에 관한 실천적인 제언을 제시할 것이다.

다국어 초록 (Multilingual Abstract)

This paper analyzes the historical background and contents of the Second Book of Discipline of Scotland, which contains the core of Presbyterianism, and then puts forward suggestions for the reform of the policy of the Presbyterian Church of Korea based on its spirit. The reason why I have a special interest in the Presbyterian office and policy is that research on the Second Book of Discipline, namely the first presbyterian constitution, was not conducted properly in the Korean Church, where Presbyterian Church accounts for more than 70 percent of the Protestant Church, and the Church is facing a serious crisis due to disorders and conflicts over the church’s office and policy. I will first look at the political and religious situations in which the Second Book of Discipline came out, and then trace the process from 1560 when the First Book of Discipline comes out to 1578 when the Second Book of Discipline comes out. Through this research, we will identify which inevitability the Second Book of Discipline was created from. It will then introduce and analyze the core contents of Second Book of Discipline under the subjects of the relationship between church policy and civil policy, the church offices and their functions, church assemblies and their role, and the task and purpose of the church reform. And finally, reflecting on what legacy the Presbyterian Church of Korea should inherit and protect from the Presbyterian Church in Scotland, it will present practical suggestions on the reform of office and policy of the Presbyterian Church of Korea.
